About this opportunity

Michigan Department of Technology, Management and Budget is requesting sealed bids for the complete replacement of two boiler systems at the Clare Welcome Center on US-10 E in Clare, Michigan, with bids due October 21, 2026 at 2:00 p.m. ET and a mandatory pre-bid walkthrough on October 8, 2026 at 12:00 p.m. ET. A 10% pricing preference is available for Service Disabled Veteran Owned Businesses (SDVOBs) that meet contract requirements and provide required documentation including proof of service-connected disability and business ownership verification.

The scope encompasses complete boiler replacement with testing, adjusting, and balancing (TAB) in compliance with current State Building Codes, manufacturer recommendations, and industry standards. Bidders are responsible for identifying and engaging all necessary subcontractors, including electrical contractors for equipment connections. The new temperature controls will integrate with the existing system rather than operate as stand-alone units, and no separate mechanical prime contractor is designated. The existing roof carries no active warranty, permitting roof penetrations without restriction. The water source will remain unchanged from current conditions.

Substantial completion is now January 31, 2027 (extended from December 18, 2026 per Addendum 1 issued October 13). Liquidated damages of $100 per calendar day apply for delays beyond substantial completion. A 5% bid guarantee (certified or cashier's check, money order, or bid bond) is required. Performance and payment bonds are required for all bids exceeding $50,000.

Bids must include a Qualified Disabled Veteran (QDV) Business Representation certification, Certification of Michigan Based Business (required for bids over $100,000), Asbestos Abatement Attestation, Non-Collusion Affidavit, and State Project Registration. Apparent low bidders must submit post-bid submittals within two business days including Experience Modification Rating, proposed project superintendent credentials, and documentation of at least three similar projects completed within the last three years. Questions are due October 14, 2026 at 2:00 p.m. ET. Bids are submitted electronically through the SIGMA VSS website. The State reserves the right to reject any or all bids and award based on best-value evaluation from the three lowest responsive and responsible bidders.
