About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration is requesting bids on HVAC repairs at the MDOT Coldwater Welcome Center (I-69 Northbound, Mile Marker 6, Coldwater, Michigan) under File Number 591/26017.JLM, with bids due August 12, 2026 at 2:00 p.m. Eastern time. A mandatory pre-bid meeting and facility walkthrough occurred July 30, 2026 at 9:00 a.m. at the project site. A 10% pricing preference is available to Service-Disabled Veteran-Owned Businesses (SDVOBs) certified by Michigan; the state does not recognize federal NVBDC or SBA certifications and requires bidders claiming SDVOB status to submit DD214, proof of service-connected disability, and business-ownership documentation.
The scope requires full replacement of two boilers with associated pumps and piping, replacement of six air handling units (AHU-1 through AHU-6) with new equipment stands, installation of six exterior condensing units, new thermostats and control systems, heating and cooling coil replacement, and ductwork and piping modifications throughout the facility. New air handling units must operate with manufacturer-provided thermostats; new boilers and pumps must connect to the existing Tekmar Boiler Control panel. The contractor must provide temporary heating power, maintain minimum building temperatures of 68 degrees Fahrenheit during construction, and prioritize boiler replacement upon material procurement. All work must comply with the Michigan Mechanical Code and standards from OSHA, ASHRAE, NEC, NFPA, and local authorities. A final test and balance report is required upon completion.
Substantial completion is 28 weeks (196 days) from Notice to Proceed; liquidated damages are assessed at $500 per calendar day for delays. The contract requires a 5% bid guarantee (certified check, money order, or bond) and performance and payment bonds for contracts exceeding $50,000. Prevailing wage requirements apply to construction mechanics. Contractors must maintain state project registration under PA 10 of 2023. Questions were due August 5, 2026 at 5:00 p.m. Eastern to Devon Pung at Matrix Consulting Engineers, Inc. Bids must be submitted electronically through SIGMA VSS with acknowledgment of Addendum 2 (issued August 6, 2026). Base bid and alternate schedules include $25,000 allowances each for general trades, mechanical, and electrical work.
