About this file

This is a Construction Bid Addendum No. 2 issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design & Construction Division for the MDOT Coldwater Welcome Center HVAC Repairs project (File Number 591/26017.JLM). The addendum was issued on August 6, 2026, with a bid opening date of August 12, 2026. The project involves HVAC system repairs and replacements, including new air handling units, boilers, boiler pumps, CO detectors, supply diffusers, return grilles, and exhaust grilles. The professional managing the project is Matrix Consulting Engineers, with Josiah Meyers serving as the Project Director. Bidders are required to acknowledge receipt of this addendum in their bid submission, as failure to do so may result in bid rejection.

The addendum provides nine clarifications to the bidding documents addressing operational specifications, contractor responsibilities, and project execution priorities. Key clarifications establish that new air handling units shall operate with manufacturer-provided thermostats and sensors; new boilers and boiler pumps must connect to the existing Tekmar Boiler Control panel; CFM specifications are based on historical MDOT documentation; and the new CO detector shall connect to an existing 120-volt receptacle. The contractor bears responsibility for providing power for temporary heating, maintaining minimum building temperatures of 68 degrees Fahrenheit throughout construction, and ensuring boiler replacement occurs as the priority scope upon material procurement. The prime bidder has discretion in allocating work among subcontractors, and the existing fire alarm contractor for the facility is Pye-Baker Fire & Safety.
