About this opportunity
The Michigan Department of Technology, Management, and Budget (DTMB) is requesting sealed bids for HVAC system replacement and repairs at the MDOT Coldwater Welcome Center on I-69 Northbound (Mile Marker 6) in Coldwater, Michigan, with bids due August 12, 2026 at 2:00 p.m. Eastern time. A 10% pricing preference applies to Service Disabled Veteran Owned Businesses (SDVOBs) that submit required documentation — proof of service-connected disability via DD214 or Veterans Administration Rating Decision Letter, and proof of 51% or greater ownership by one or more disabled veterans. The State of Michigan does not pre-certify SDVOBs and does not accept federal verification databases; NVBDC certification is an alternative path to qualification.
The scope includes demolition and installation of six air handling units, six exterior condensing units, two boilers with associated boiler pumps, ductwork modifications, heating and cooling coil replacements, refrigerant and hydronic piping, condensate drainage systems, thermostats, and control systems conforming to Michigan Mechanical Code, ASHRAE, NFPA, NEC, and SMACNA standards. Work must maintain occupied space temperatures at a minimum of 60 degrees Fahrenheit and ensure at least five operational air handling units by October 1, 2026. The project is funded by MDOT Program Number F000910CON.
Substantial completion is due within 28 weeks (196 calendar days) from Notice to Proceed. Liquidated damages are assessed at $500 per calendar day for delays. A mandatory pre-bid meeting and walk-through is scheduled for July 30, 2026 at 9:00 a.m. at the project site; one proposal representative per contractor is permitted. Questions are due by 5:00 p.m. Eastern on August 5, 2026 to Devon Pung at Matrix Consulting Engineers, Inc. Bid security of 5% is required. Performance and Payment Bonds are required for contracts exceeding $50,000. Michigan-based business certification is mandatory for contracts exceeding $100,000. State project registration under PA 10 of 2023 and prevailing wage compliance are mandatory. Award is based on best value among the three lowest responsive and responsible bidders. Bids must be uploaded to SIGMA VSS with a maximum of two attachments, each under 25 MB.
