About this file
This is an informational document from the State of Michigan's Department of Technology, Management, and Budget (DTMB) outlining the Service Disabled Veteran Owned Business (SDVOB) preference program applicable to state contracts. The document details Michigan's commitment to supporting veterans with service-connected disabilities by providing a 10% pricing preference when these qualified businesses bid on State of Michigan projects. The SDVOB preference applies to all state procurement opportunities, including the related Coldwater Welcome Center HVAC Repairs contract (591/26017.JLM). Businesses seeking to claim this preference must indicate their SDVOB status in their bid response and submit required documentation, including proof of service and discharge status via DD214, proof of service-connected disability through either a DD214 or Veterans Administration Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, businesses may submit National Veterans Business Development Council (NVBDC) certification as verification of eligibility if specific conditions are met.
The State of Michigan does not pre-certify businesses as SDVOBs and does not accept federal verification databases such as the Center for Verification and Evaluation (CVE) or the U.S. Small Business Administration's VetCert program. To qualify for the preference, a business entity must be 51 percent or more owned by one or more veterans with a service-connected disability, defined as a disability incurred or aggravated in the line of duty during active military, naval, or air service. This preference program is authorized under Michigan Public Act 91 of 2005 and applies broadly to state contracting opportunities.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
