About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division is requesting sealed bids for playground equipment replacement at the New Buffalo Welcome Center (File 591/25433.DPL), with bids due August 12, 2026 at 2:00 p.m. Eastern time and a mandatory pre-bid walkthrough on July 22, 2026 at 3:00 p.m. A 10% pricing preference is available to Service-Disabled Veteran-Owned Businesses (SDVOB) that provide proof of service-connected disability and 51% or greater ownership by one or more service-disabled veterans; Michigan does not pre-certify SDVOB status and does not accept federal CVE or SBA VetCert certifications.
The scope includes removal of existing playground equipment and safety surfacing, installation of new inclusive GameTime playground equipment (basis bid through Sinclair Recreation) with ADA-accessible features, poured-in-place safety surfacing in specified color combinations (4,543 square feet), concrete paving (64 square feet), fencing (46 linear feet), two ornamental gates, playground curbing (16 linear feet), concrete wall repair (22 linear feet), and stormwater pipe installation (286 linear feet of 4-inch and 342 linear feet of 6-inch perforated pipe). Tree removal is restricted to October 1, 2026 through March 31, 2027 due to bat habitat protection. Three alternates cover benches, shrubs, and perennials. Contract completion is May 28, 2027, with liquidated damages of $1,000 per calendar day for delays.
Prevailing wage applies under Michigan Public Act 10 of 2023. A mandatory $20,000 contingency allowance is included in the total bid price. Mobilization costs may not exceed 4% of base bid. Performance and payment bonds are required for bids exceeding $50,000, along with a 5% bid guarantee. Bidders must provide State Project Registration proof and 60-day bid hold commitment. Commercial general liability insurance of $1 million per occurrence is required. Questions due July 29, 2026 at 2:00 p.m. Eastern. Approved-equal playground equipment substitutions must be submitted by July 29, 2026 at 2:00 p.m. Eastern to Melinda Whitten at mwhitten@mcsagroup.com. Addendum 1 (posted July 28, 2026) clarifies that New Buffalo and Monroe are separate bid projects and allows bidders from either site walkthrough to submit New Buffalo proposals without a mandatory walkthrough.
