About this file

This is an informational document from the State of Michigan Department of Technology, Management and Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program applicable to state contracts, including the New Buffalo WC Play Equipment Replacement project (591/25433). The document outlines Michigan's commitment to service-disabled veterans through a 10% pricing preference available to qualified businesses on state procurement opportunities. To claim the preference, bidders must submit proof of service and discharge status via DD214 or equivalent documentation, evidence of service-connected disability through DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, bidders may provide National Veterans Business Development Council (NVBDC) certification to verify eligibility, though the state does not pre-certify SDVOB status and does not accept federal CVE database or SBA VetCert certifications.

The pricing preference of 10% applies to eligible SDVOB bids on State of Michigan contracts. A qualified SDVOB is defined as a business entity that is 51 percent or more owned by one or more veterans with a service-connected disability, which is defined as a disability incurred or aggravated during active military, naval, or air service as outlined in 38 USC 101(16). Additional information regarding the SDVOB preference program is available through the DTMB Procurement Contract-Connect website and the referenced SDVOB Preference Fact Sheet.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
