About this opportunity

The Texas Commission on Environmental Quality is requesting offers for software modification and update services on Worldwide Environmental Products, Inc. vehicle emissions inspection analyzers supporting the AirCheckTexas Vehicle Emissions Inspection and Maintenance program, with responses due July 20, 2026 at 3:00 p.m. Central Time. A non-mandatory pre-proposal conference is scheduled for July 2, 2026 at 9:00 a.m. Central Time via Microsoft Teams, and written questions are due July 7, 2026.

The scope requires software modifications, internal and certification testing, beta testing management with selected analyzers, and installation of updated software in 90 percent of the Worldwide analyzer fleet within sixty days of beta period completion. Work is issued through written Work Orders with deliverables including software updates and monthly progress reports. Performance is required across inspection stations in the Austin-Round Rock, El Paso, Houston-Galveston-Brazoria, and Dallas-Fort Worth areas, with San Antonio (Bexar County) added November 1, 2026.

The contract term is five years from the effective date with no renewal options, though TCEQ may extend for an additional 180 days by unilateral amendment. A Performance Bond of $1 million is required for the duration of I/M program participation. Pricing is evaluated on hourly labor rates in three categories: Software Development, Project Management, and Quality Assurance Testing, with price score calculated by formula comparing each responder's total price to the lowest and highest submitted prices.

Evaluation is 20 points for Statement of Qualifications (focusing on contractor ability to modify Worldwide analyzer software and fulfill scope requirements) and 10 points for Price. A mandatory Subcontracting Plan is required for all contracted staffing, services, materials, and supplies, even if the contractor intends to self-perform all work. The contract is federally funded. Responses must include signed cover pages of all addenda, Statement of Qualifications, completed Price Form, Preferences, Subcontracting Plan, and required certifications, submitted as a single searchable PDF through TCEQ's Send portal. Cybersecurity training, Texas accessibility standards compliance, E-Verify employment verification, and prohibited technologies restrictions apply.
