About this opportunity
The State of Michigan, Department of Technology, Management and Budget (DTMB), is soliciting bids for fire alarm system upgrades at the Michigan State Police (MSP) Oak Park Metro Post North facility located at 14350 West 10 Mile Road, Oak Park, Michigan 48237 (Project File No. 551/24350.MNB). This is a fixed-price construction procurement requiring the complete removal of existing fire alarm systems and installation of new digital-addressable fire alarm systems compliant with the 2021 Michigan Building Code, 2012 NFPA 101 Life Safety Code, and 2023 National Electrical Code. The scope of work includes provision and installation of all new systems, devices, wiring, smoke detectors, heat detectors, manual pull stations, control panels, annunciator panels, notification appliances, a Digital Alarm Communicator Transmitter (DACT) with wireless/cellular and IP-based communication capabilities, system certification, testing, and demolition of existing systems, with work to be performed sequentially at the Oak Park location following earlier completion at the Northville facility. Contractors must hire a certified fire alarm company for final design drawings, plan review submission, site assessment, and code compliance verification, and must coordinate with multiple trades for door holds, smoke dampers, duct detectors, flow/tamper switches, and generator integration. The mandatory pre-bid conference and site walkthrough is scheduled for July 10, 2025, at 10:00 AM EST at the Oak Park facility, with bids due electronically through the SIGMA VSS website by July 30, 2025, at 2:00 PM ET. Questions must be submitted by July 17, 2025, at 2:00 PM ET. The contract provides for 90 calendar days to substantial completion and 120 calendar days to final completion from Notice-to-Proceed, with liquidated damages of $500 per calendar day for delays beyond substantial completion. Evaluation will be based on best value, and bidders must submit a 5 percent bid guarantee, proof of prevailing wage compliance, asbestos abatement attestation, State Project Registration, Michigan-based business certification (for bids exceeding $100,000), and performance and payment bonds (for contracts exceeding $50,000). Post-bid submittals from the apparent low bidder must be submitted within two business days and include experience modification rating, project superintendent qualifications, and references for at least three similar completed projects.
The procurement includes a 10 percent pricing preference for Service-Disabled Veteran Owned Businesses (SDVOBs), defined as entities with 51 percent or more ownership by one or more veterans with a service-connected disability; SDVOB bidders must submit proof of service and discharge (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), proof of business ownership, or National Veterans Business Development Council (NVBDC) certification. No current incumbent contractors or existing vendors are identified in the procurement documents. The contractor must coordinate with the existing MSP secure network for data connectivity to the new fire alarm control panel and integrate with existing partial automatic sprinkler systems on lower levels that require monitoring by the new fire alarm systems; at the Northville location, the new system must tie into the existing fire alarm system at elevator lobbies, with existing elevator smoke detectors and control panels to remain in place. The facilities contain identified asbestos-containing materials documented in comprehensive asbestos survey reports dated March 2025, and contractors are required to review all provided hazardous materials surveys and building assessments prior to commencing work and to develop an abatement plan if work will disturb asbestos materials. The project is subject to Michigan prevailing wage requirements under 2023 PA 10 and federal Davis-Bacon Act provisions if federally funded, with prevailing wage rates established for the Oakland County area. No specific contract award value or budget range is disclosed in the procurement documents; however, performance and payment bonds are required for contracts exceeding $50,000, and a $50,000 provisional allowance for contingent work is included in the base bid, suggesting a contract value likely exceeding $100,000.
