About this file
This is a Project Advertisement issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division for a fire alarm system upgrade at two facilities. The project involves the provision and installation of new fire alarm systems at Northville (42145 7 Mile Road, Northville, MI 48167) and Oak Park (14350 10 Mile Road, Oak Park, MI 48237), with work to be completed at one site at a time. The scope includes installation of new systems, devices, wiring, certification, testing, and demolition of existing fire alarm systems. Existing raceways may be reused if in good condition, and compatible existing switches can be retained with new wiring. A mandatory walk-through inspection is scheduled for Monday, June 30, 2025, at 10:00 AM, beginning at the Northville location with subsequent travel to Oak Park; bidders must visit both locations and sign attendance sheets. Bids are due by July 30, 2025, at 2:00 p.m. Eastern time, with questions accepted until July 17, 2025, at 2:00 p.m. Eastern time. All bid responses must be submitted through SIGMA VSS and require proof of State Project Registration from the Department of Labor and Economic Opportunity.
The project requires 5% bid security, and contractors must hire a certified fire alarm company for final drawings, site assessment, and plan review submission. The awarded contractor is responsible for all labor, materials, programming, and equipment necessary for complete installation and full operational compliance with current codes. Since the buildings contain hazardous materials, contractors must review provided asbestos surveys, building surveys, and paint reports prior to commencing work. Bid responses are limited to two attachments (each less than 25 MB), with one attachment containing bid documents and the other for Qualified Disabled Veteran information if applicable. The NIGP codes applicable to this solicitation are 90921, 91038, 91438, and 91047. Contractors should contact the SIGMA Help Desk at 517.284.0540 or 888.734.9749 for technical submission issues or email sigma-procurement-helpdesk@michigan.gov. Project-related inquiries should be directed to Marcelo Guassi at TowerPinkster at mguassi@towerpinkster.com or 616.719.4257.

DESCRIPTION OF WORK:
Provide and install a new fire alarm system for Oak Park and Northville facilities. One site shall be completed at the time. The scope of work includes, but it’s not limited to, the provision and installation of a new system, devices, wires, certification, and testing for each site, and demolition of the current fire alarm systems and their associated devices, wires, etc. Existing raceways may be used if in good condition and meet the location requirements for the new device. Provide labor, materials, programming, and any other equipment or means deemed necessary for a complete installation and full operational system, per current codes. Existing equipment may need to be connected and/or monitored by the fire alarm system, such as hoods, fire suppression, etc. If compatible with the new system, existing tamper and waterflow switches can be used, but new wiring is required. Since this is a delegated design, it’s expected that the awarded contractor will hire a certified fire alarm company for final drawings and submission for the plan review process. The fire alarm company should also include a site assessment for design accuracy, issuance of drawings for construction, and code compliance. For additional details, refer to the project drawings and specifications. The buildings contain hazardous materials, please refer to the reports provided (for reference only) before commencing the work.
