About this opportunity

The City of Jackson, Michigan is seeking a contractor to replace basement sewer drain lines at 551 Woodward Avenue through a Community Development project. The procurement involves comprehensive plumbing system repairs, specifically targeting approximately 20 feet of drain lines from the kitchen to the main stack. Deliverables include removing existing pipes, cutting and restoring concrete floors, replacing the main stack, kitchen drain, and washer drain line, and ensuring proper installation with sand fill and a minimum 3-inch concrete cap. Contractors must be actively licensed by the State of Michigan and registered with the City of Jackson, demonstrating knowledge of construction industry standards and possessing basic contracting tools, transportation, and communication capabilities. The Request for Proposal (RFP) was released on September 26, 2025, with responses due by October 9, 2025, at 9:00 am. No pre-bid meeting will be held, but contractors may contact the homeowner to schedule a site visit. Evaluation will likely focus on compliance with city contract requirements, technical capability, and pricing structure, with bids submitted as a lump sum to cover all labor, materials, fees, and permits.

The contract appears to be funded through Community Development Block Grant (CDBG) resources, which introduces additional federal requirements for contractors. Minority and women's business enterprises are encouraged to participate, with specific provisions for Section 3 employment opportunities targeting low-income individuals. Contractors must comply with federal labor regulations including the Copeland "Anti-Kickback" Act, Davis-Bacon Act, and Contract Work Hours and Safety Standards Act. The successful bidder will be required to provide proof of insurance, with specific liability requirements for jobs under $50,000. An eighteen-month warranty will be provided for work and materials. While no specific budget range is explicitly stated, the project involves residential infrastructure repair and appears to be a targeted municipal rehabilitation effort. Potential contractors should be prepared to meet comprehensive compliance standards, including non-discrimination requirements, equal employment opportunity standards, and potential integration with existing municipal infrastructure and reporting systems.
