About this opportunity

The Commonwealth of Kentucky, Cabinet for Health and Family Services, Department for Public Health, Radiation Health Branch issued a Request for Information (RFI #RFI 721 1900000020) on January 25, 2019, seeking vendor information on designing and constructing modular mobile radiation detection systems. The RFI closed on March 14, 2019, at 2:30 p.m. EST, and required responses submitted as six hardcopy copies, one marked original, and one electronic copy on a virus-scanned thumb drive formatted in Microsoft Word 7.0 or higher. The Commonwealth seeks to configure three complete mobile radiation detection platforms utilizing existing state inventory, with each unit comprising an integrated controller and data acquisition system with GPS capability (approximately 20"x24"x11" and not exceeding 60 pounds), eight NaI detectors configured in weatherproof ruggedized cases (approximately 43"x14"x15" and not exceeding 65 pounds each), sixteen He-3 neutron detector tubes recovered and repackaged in weatherproof cases (approximately 55"x9"x16" and not exceeding 84 pounds each), an electronics package including Li-Ion rechargeable batteries with external chargers and wireless routers, a toughened laptop with docking station capable of operating on battery, vehicle, or shore power, and a recommended staff training plan. All proposed solutions must be currently available, meet ANSI 42.43 standards for detection requirements and sensitivity, and be produced free of licensing restrictions or encumbrances with all work and data products owned exclusively by the Commonwealth. Required vendor qualifications include demonstrated experience with large and complex acquisition efforts. The Commonwealth invited optional oral presentations and live demonstrations scheduled for the week of March 25-29, 2019, from 9:00 a.m. to 12:00 p.m. EST at the Central Laboratory Facility in Frankfort, Kentucky, with written questions due by February 28, 2019, at 2:00 p.m. EST and Commonwealth responses provided by March 5, 2019. This RFI explicitly does not constitute a commitment to issue a Request for Proposal, Request for Bid, or award a contract, nor does it obligate the Commonwealth to reimburse vendors for response preparation costs.

The RFI contains no set-aside designations or restrictions limiting organizational eligibility to respond based on disadvantaged enterprise status or other classifications. No incumbent vendors or current contractors are identified in the solicitation documents. The Commonwealth will retain any leftover He-3 gas recovered during the detector configuration process, with the vendor receiving credit toward the purchase price. Responses are subject to Kentucky Open Records Law (KRS 61.870 et seq.) and will not be released publicly until a subsequent Request for Proposal or Request for Bid is finalized and awarded. Proprietary or confidential information may be submitted under separate cover clearly marked as such. No budget range or award value is specified in the RFI, as this is an information-gathering exercise designed to assess vendor viability and market conditions to inform the Commonwealth's future procurement strategy and potential contract development. The buyer of record is Dylan Curry, Purchasing Agent, Department for Public Health, located at 725 East Main Street, 4E-C, Frankfort, Kentucky 40601, reachable at (502) 564-7736 or Dylan.Curry@ky.gov.
