About this file
This is Addendum No. 3 to Request for Information (RFI) #RFI721190000020 issued by the Commonwealth of Kentucky, Cabinet for Health and Family Services, Division of Procurement Services on March 7, 2019. The addendum addresses vendor questions regarding detection equipment, specifically NaI crystals with gamma detectors, HE3 neutron detector tubes, and associated components including PMTs, MCAs, and connector interfaces. The solicitation requires that all proposed solutions be currently available and meet ANSI 42.43 standards for detection requirements and sensitivity. The State clarified that oral presentations are anticipated for the week of March 25, 2019, with flexibility for mid-April dates if needed, and confirmed that docking stations must be provided for each laptop, though vehicle mounts are not required by the RFI.
The addendum provides critical specifications through referenced attachments showing the form factor, interfaces, and detailed specifications of the detection equipment. The State confirmed that no MCA will be included with gamma detectors and no moderator materials will be provided for HE3 neutron detectors, and rejected the vendor proposal to retain unused gas at the State facility rather than providing a credit. The Commonwealth clarified its intellectual property rights, stating that all work and data products will be owned by Kentucky, produced free of licensing restrictions, and available for public inspection after contract award without redaction under the Kentucky Open Records Act, regardless of vendor proprietary designations. Vendors must acknowledge this modification for their bids to be considered responsive.
