About this opportunity
The Maryland Department of Transportation State Highway Administration is requesting sealed bids for maintenance and repair of highway street lighting at various locations in Carroll and Frederick counties, with electronic bids due August 6, 2026 at 12:00 p.m. Eastern Time via Bid Express.
The scope encompasses inspection, maintenance, repair, and replacement of street lighting fixtures and associated electrical infrastructure across multiple sites in both counties. A pre-bid conference is scheduled July 14, 2026 at 1:30 p.m., available via Microsoft Teams (request invitation from DBussard@mdot.maryland.gov) or conference call at 1-667-262-2962, Meeting Number 916240521#. Addendum No. 1, issued July 13, 2026, revises minimum crew requirements under Special Provisions section 800, establishing a baseline crew of one Electrical Foreman and two Electrical Helpers per scheduled workday with zero Unskilled Laborers. Any additional crew members or labor classifications beyond this minimum must be approved in advance by the project Engineer and documented in writing. Prospective bidders must acknowledge receipt of all addenda through the electronic bid submission system (.ebsx file) prior to submitting bids; failure to do so may result in bid rejection as non-responsive.
Bid and Performance Bonds are not required for bids under $100,000; bids of $100,000 and above must include Bid Security equal to at least 5 percent of the total bid amount, with successful bidders required to provide Payment and Performance Bonds. Minimum wage rates are pre-determined by law and specified in the Invitation for Bids. Bid documents are available at no cost on Bid Express. Prospective bidders must register with Bid Express, select the Maryland Department of Transportation as the referring agency, obtain a paid Internet Bidding Service subscription, and secure an Info Tech Digital ID, allowing at least seven business days for approval. The project is state-funded with no Federal-Aid Program number. Minority and Disadvantaged Business Enterprises are encouraged to respond. Direct questions to SHAOOMProc@mdot.maryland.gov.
