About this file
This is Addendum No. 1 issued by the Maryland Department of Transportation Office of Maintenance, directed to all holders of contract documents for Contract No. 528CF71428, concerning maintenance and repair to highway street lighting at various locations in Carroll and Frederick counties. The bid opening remains scheduled for August 6, 2026. The addendum revises the Special Provisions section 800, establishing minimum crew requirements for lighting repair work. The addendum clarifies that prospective bidders must acknowledge receipt of all addenda through the electronic bid submission system (.ebsx file) prior to submitting their bids, with failure to do so potentially resulting in bid rejection as non-responsive.
The revised minimum crew specification requires one Electrical Foreman and two Electrical Helpers per scheduled workday, with zero Unskilled Laborers as the baseline crew composition. Any additional crew members or classifications beyond this minimum crew must be approved in advance by the project Engineer. Labor classifications deemed necessary by the Engineer but not included in the original bid items are subject to negotiation between the Contractor and Engineer and must be documented in writing prior to employment on the project. The addendum was issued July 13, 2026, and all questions concerning the contract should be directed to SHAOOMProc@mdot.maryland.gov.
