About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, is requesting proposals for professional architectural and engineering design services for an ADAL Server Room expansion at Battle Creek Air National Guard Base, with proposals due August 27, 2026 at 2:00 p.m. Eastern Time.

The scope spans three design phases: Schematic Design (Phase 300), Preliminary Design (Phase 400), and Final Design (Phase 500), with Phase 300 including two interim submittals (15% and 35% design). The facility is a Grade 3 high-availability classified server room (currently 310 square feet) for housing the base's SIPR head-end. Design must accommodate current IT loads plus 25% growth, comply with ANGET 24-02 ANG Design Objectives and Procedures and Unified Facilities Criteria (UFC 4-141-03 Grade 3 standards), and include mechanical cooling with N+1 redundancy and water treatment, dual-input modular UPS architecture with minimum 15 minutes runtime at full design load, full A/B redundant generator-backed power distribution, hot/cold aisle containment, TEMPEST-compliant physical partitioning, and NFPA 2001 clean agent fire suppression. IT cabling design is in-scope. Phase 300 A-1 (15% submittal) must evaluate both third-floor and first-floor layout options to support Air National Guard selection. The design must also address potential TEMPEST/RF shielding requirements as determined by the Certified TEMPEST Technical Authority and include commissioning and third-party TAB (Test & Balance) services.

Compensation is structured as billable hourly rates for professional staff by classification, with reimbursable expenses for printing, reproduction, soil borings, surveys, laboratory testing, and travel (at Michigan state rates for travel exceeding 100 miles one-way). Sub-consultant markups are capped at 5%. The Michigan Department of Military and Veterans Affairs has not established a construction budget.

Proposals are evaluated 80% on Technical (Part I) and 20% on Cost (Part II). A mandatory pre-proposal meeting and site visit are scheduled for August 12, 2026 at 2:00 p.m. at Building 6900, 2200 Logistics Drive, Battle Creek. Written questions are due August 19, 2026 at 2:00 p.m. Eastern Time. Contract award is anticipated within thirty days of the proposal due date. The Project Director is Josiah L. Meyers at meyersj11@michigan.gov or (517) 614-7705. All personnel and sub-consultants awarded a contract must obtain background checks for base access; LEIN clearance is not required for the pre-proposal meeting. Proposals must include Certification of Michigan Based Business and Responsibility Certification forms and be submitted electronically through SIGMA VSS. Firms must hold a valid Michigan architecture or professional engineering license and assume sole responsibility for services regardless of in-house or sub-consultant delivery.
