The project involves Phase 300-700 professional services for the renovation and right-sizing of an Air National Guard server room at Battle Creek Air National Guard Base to securely house the base's SIPR head-end. The scope includes design work across five submittal phases: Phase 300 (15% design), Phase 300 (35% design), Phase 400 (65% design), Phase 500 (100% pre-final design), and Phase 500 (100% final design), along with Phase 500 bidding support and Phase 600/700 construction administration. The current server room is 310 square feet, with potential expansion into adjacent rooms. A mandatory walk-through inspection is scheduled for Wednesday, August 12, 2026, at 2:00 p.m. ET at Building 6900, Battle Creek Air National Guard Base, 2200 Logistics Drive, Battle Creek, Michigan 49037. Base Access Request forms must be completed and submitted a minimum of five days prior to the site meeting. Proposals are due August 27, 2026, at 2:00 p.m. and must be submitted via SIGMA VSS. Contract award is anticipated for September 2026, with design work occurring October 2026 through June 2027, bidding July through September 2027, and construction beginning October 2027.

The solicitation requires firms to submit the total cost for all phases as the bid amount, with detailed cost estimates accompanying each design submittal. The project must comply with ANGETL 24-02 ANG Design Objectives and Procedures and all applicable Unified Facilities Criteria (UFC), as well as federal, state, and local regulations administered by agencies including the EPA, OSHA, DOT, DCH, EGLE, DNR, and MIOSHA. The design must accommodate current IT loads plus 25% growth, incorporate TEMPEST-compliant physical partitioning, redundant dual A/B power distribution with automatic backup generator cutover, N+1 precision cooling with hot/cold aisle containment, and an NFPA 2001 clean agent fire suppression system. The DMVA has not determined a budget for construction. Questions regarding the solicitation must be emailed to Project Director Josiah L. Meyers at meyersj11@michigan.gov no later than 2:00 p.m. Eastern on Wednesday, August 19, 2026. Submission support is available through the SIGMA Help Desk at 517-284-0540 or 888-734-9749.
