About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) is requesting proposals for professional architectural and engineering services for design phases of an ADAL Server Room 6900 renovation at Battle Creek Air National Guard Base, with proposals due August 27, 2026 at 2:00 p.m. ET and a mandatory site walk-through on August 12, 2026 at 2:00 p.m. ET. RFP questions are due August 19, 2026.
The scope encompasses UFC-compliant design across five progressive phases: Phase 300 (A-1, 15% design), Phase 300 (A-2, 35% design), Phase 400 (B-1, 65% design), Phase 500 (B-2, 100% pre-final design), and Phase 500 (B-3, 100% final design), with design performance running October 2026 through June 2027. The project requires design for a space sized to current IT loads plus 25% growth and must incorporate TEMPEST-compliant partitioning, redundant dual A/B power distribution with automatic backup generator cutover, N+1 precision CRAC/CRAH cooling with hot aisle/cold aisle containment, and NFPA 2001 clean agent fire suppression with early warning smoke detection. The current server room is 310 square feet with potential expansion into adjacent rooms 311, 305, and possibly 304. Design must comply with ANG ETL 24-02, applicable UFC standards, and federal (EPA, OSHA, DOT) and state/local regulations. An updated detailed cost estimate must accompany each design submittal. Phase 500 bidding support and Phase 600/700 construction administration services are included.
The contract is to be awarded in September 2026, with construction bidding scheduled July through September 2027 and construction beginning October 2027. DMVA has not determined a construction budget. Proposals must be submitted via SIGMA VSS and combine technical and cost proposals into one attachment not exceeding 25 megabytes. Base access requires completion of a Base Access Request form emailed at least five days prior to the site meeting; only one individual per bidder is permitted at the mandatory walk-through. Two RFP addenda were issued as of the solicitation date.
