About this file

This is a Project Statement issued by the Michigan Department of Technology, Management and Budget (DTMB) on behalf of the Michigan Department of Military and Veterans Affairs (DMVA) and Michigan Air National Guard (MIANG) for professional architectural and engineering services. The project encompasses Phase 300-700 Professional Services for the renovation and right-sizing of a server room at Battle Creek Air National Guard Base in Battle Creek, Michigan. The scope includes complete UFC-compliant design for the A31 ADAL Server Room 6900 to securely house the base's SIPR head-end. Design deliverables consist of five progressive phases: Phase 300 (A-1, 15% Design), Phase 300 (A-2, 35% Design), Phase 400 (B-1, 65% Design), Phase 500 (B-2, 100% Pre-Final Design), and Phase 500 (B-3, 100% Final Design). A mandatory walk-through inspection is scheduled for Wednesday, August 12, 2026 at 2:00 p.m. ET at Building 6900. Proposals are due by 2:00 p.m. ET on August 27, 2026, with contract award anticipated in September 2026, design phase running October 2026 through June 2027, bidding phase July through September 2027, and construction beginning October 2027. RFP questions must be submitted by 2:00 p.m. ET on Wednesday, August 19, 2026.

The project requires architectural design for a space sized to current IT loads plus 25% growth with TEMPEST-compliant partitioning, redundant dual A/B power distribution with automatic backup generator cutover, N+1 precision CRAC/CRAH cooling with hot aisle/cold aisle containment, and NFPA 2001 clean agent fire suppression with early warning smoke detection. The current server room is 310 square feet, with potential expansion into adjacent rooms 311, 305, and possibly 304. An updated detailed cost estimate must accompany each design submittal, and Phase 500 bidding support and Phase 600/700 Construction Administration services are included. Proposals must be uploaded to SIGMA VSS and should combine technical and cost proposals into one attachment not exceeding 25 megabytes. DMVA has not determined a budget for construction. All design submittals must incorporate requirements of ANGETL 24-02, ANG Design Objectives and Procedures, and comply with applicable UFC standards, federal regulations (EPA, OSHA, DOT), and state and local regulations. Base access requires completion of a Base Access Request form emailed to specified contacts at least 5 days prior to the site meeting, and only one individual per bidder is permitted at the mandatory walk-through.

The project scope includes:

• Architecturally, the space will be sized for current IT loads plus 25% growth, featuring reinforced floor loading and TEMPEST-compliant physical partitioning for the classified enclave.

• To guarantee mission uptime, the electrical design must deliver redundant dual A/B power distribution and automatic backup generator cutover, alongside rigorous telecommunications grounding.

• Mechanically, the environment requires N+1 precision CRAC/CRAH cooling with Hot Aisle/Cold Aisle containment to manage high-density thermal loads efficiently.

• To protect the critical infrastructure without water damage, the design must incorporate an NFPA 2001 clean agent fire suppression system integrated with very early warning smoke detection, room sealing, and EPO controls, strictly adhering to UFC 3-600-01.

• The current server room is 310 SF. ANG anticipates expanding into rooms 311 and 305, potentially adding room 304 if required.

• Cost Estimates: An updated detailed cost estimate must accompany each design submittal
