About this opportunity
Michigan Department of Technology, Management and Budget is requesting proposals for a Phase 100 study of fire alarm systems at Battle Creek Air National Guard Base, with proposals due August 27, 2026 at 2:00 p.m. ET and a mandatory pre-proposal meeting and site visit on August 13, 2026 at 10:00 a.m. ET at Building 7020, 2200 Logistics Drive.
The scope encompasses a comprehensive field study of fire alarm detection devices, notification devices (alarms, speakers, strobes), and Fire Alarm Control Panels (FACPs) across 31 buildings on base. Deliverables include three design submittals—50% draft study report, 90% draft study report, and 100% final study report incorporating all comments—with updated cost estimates accompanying each submittal. The final study report is due within 120 calendar days of award. Recommendations must address replacement of non-compliant, non-addressable fire alarm control panels with addressable systems compatible with the existing Monaco D-21 central system and integration with the Mass Notification Warning System and other existing alarm systems. All work must comply with NFPA, UL, UFC, and ANG ETL 24-02 standards. Professionals must be licensed to practice in Michigan.
The contract is structured on a not-to-exceed fee basis using billable hourly rates for professional staff by position classification for 2026 through 2029, estimated hours by phase, and reimbursable expenses. Markup for services performed by external vendors is limited to five percent; in-house services carry no markup. Travel exceeding 100 miles one-way from the firm's office is reimbursed at Michigan state rates. Proposals must include a Certification of Michigan Based Business form and Responsibility Certification prior to award. No construction budget has been determined by the Michigan Department of Military and Veterans Affairs.
Evaluation weights the Technical Proposal (Part I) at 80 percent and Cost Proposal (Part II) at 20 percent. Questions are due August 19, 2026 at 2:00 p.m. ET; written questions should be emailed to Project Director Josiah L. Meyers at meyersj11@michigan.gov or (517) 614-7705. Contract award is anticipated in September 2026. Proposals must be submitted electronically through SIGMA VSS with individual file attachments not exceeding 25 megabytes. Site access requires completion of a Base Access Request form submitted a minimum of 5 days prior to the August 13 meeting; background checks are not required for the pre-proposal meeting but will be required for all awarded contract personnel.
