About this file
This Project Statement is a request for professional architectural and engineering services issued by the Michigan Department of Technology, Management and Budget (DTMB) on behalf of the Michigan Department of Military and Veterans Affairs and the Michigan Air National Guard for fire alarm system improvements at Battle Creek Air National Guard Base. The project scope encompasses a comprehensive Phase 100 study of fire alarm systems across 30+ facilities on base, including detection devices, notification devices (alarms, speakers, strobes), and Fire Alarm Control Panels (FACPs). Deliverables include three design submittals: a 50% draft study report, a 90% draft study report, and a 100% final study report incorporating all comments, with updated cost estimates accompanying each submittal. A mandatory walk-through inspection is scheduled for Thursday, August 13, 2026, at 10:00 a.m. ET at Building 7020, located at 2200 Logistics Drive, Battle Creek, Michigan 49037. Prospective contractors must complete a Base Access Request form and submit it a minimum of 5 days prior to the site meeting. The proposal due date is August 27, 2026, at 2:00 p.m. ET, with submission required through SIGMA VSS. Questions must be emailed to the Project Director no later than 2:00 p.m. ET on Wednesday, August 19, 2026. The contract is anticipated to be awarded in September 2026, with a final study report due within 120 calendar days of award.
The proposal must include a total cost figure for all phases as the bid amount. The project requires compliance with NFPA, UL, UFC, and ANG ETL standards, with recommendations for replacement of non-compliant, non-addressable fire alarm control panels with addressable systems compatible with the existing Monaco D-21 central system. The proposed system must integrate with the Mass Notification Warning System and other existing alarm systems. No construction budget has been determined by DMVA at this time. Proposals should be combined into one attachment not exceeding 25MB and uploaded to SIGMA VSS; emailed submissions require prior Design and Construction Division approval. Firms are encouraged to combine technical and cost proposals into a single submission document.
