About this file

This is an RFP Addendum No. 03 issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for the Battle Creek Air National Guard Base. The document provides clarifications and responses to six requests for information (RFI) regarding a Phase 100 Study of the existing fire alarm systems base-wide. The study does not require a licensed Fire Protection Engineer stamp but will inform future design RFPs; participating firms are not precluded from competing for subsequent design phases. The scope includes field verification and documentation of existing fire alarm system types, quantities, and functionality across 31 buildings, along with evaluation of fire suppression devices connected to or communicating with the fire alarm system. The document includes a detailed listing of buildings with their square footages, fire alarm system types (primarily Monaco and Simplex), system operational status, and device locations. The proposal due date is August 27, 2026, with no changes from the original deadline.

No pricing, cost, or funding information is provided in this addendum. The document does not contain details regarding set-asides, incumbents, contract terms, renewal options, or financial requirements. The addendum serves solely as a clarification document addressing technical scope questions and providing building inventory data necessary for proposers to assess study effort requirements.

PROPOSAL DUE DATE:

August 27, 2026

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

Please note the following RFI responses:

1. Please verify this project does not include providing complete as-built drawings of the buildings in the scope of work. Response: Correct, only basic PDF building floorplan layouts will be made available to the selected PSC for use in developing the study reports (per Addendum no. 2). Also, the base is working on performing basic field investigation to provide existing devices in each building laid out on the floorplans, which will be provided at the design kickoff meeting and be field verified by the PSC.

2. Please verify that a licensed Fire Protection Engineer in the State of Michigan must lead the investigative study for fire alarms. Response: The Phase 100 Study does not require a stamp from a licensed Fire Protection Engineer. However, if the project proceeds into design, the design documents must be stamped by an appropriate licensed professional and must comply with UFC 3‑600‑01, NFPA 101, and the International Building Code (IBC).

3. Please verify there are no existing fire alarm drawings for any of the buildings in this SOW even though the buildings have been successfully constructed. Response: Part of the intent of this study is to field verify and document the type, quantity, and functionality of existing systems and devices in each building.

4. Please verify that this project is only a STUDY of the existing fire alarm system and the engineer is making recommendations on how to develop a design RFP for repairing the existing fire alarm system. Response: Yes, as detailed in Project Statement.

5. Please verify that we are not to evaluate the entire fire sprinkler system as part of this study.

Response: Correct. The Phase 100 Study does not include a full evaluation of the fire suppression systems. Only those fire suppression system devices or equipment that are connected to, or communicate with, the fire alarm system are included within the scope of the study.

6. Will the Fire Alarm Study effort preclude the selected firm from competing for the project design at a later date? Response: No, participation in the study does not preclude any firm from competing for or participating in any further design effort.

7. Request a listing of the buildings with square footage. The sizes of buildings will impact the time needed for studying. Response: List with building square footages attached.

The proposal due date remains unchanged
