About this opportunity
The Michigan Department of Technology, Management and Budget is requesting bids for general construction of a pre-engineered metal building (PEMB) for vehicle maintenance and a sand/salt storage building at Camp Grayling in Crawford County, with bids due August 12, 2026 at 2:00 p.m. Eastern time and a mandatory pre-bid conference and walk-through on July 30, 2026 at 10:30 a.m. Eastern time at Building 36. A 10% Service-Disabled Veteran-Owned Business (SDVOB) pricing preference applies under State of Michigan policy; eligible vendors must submit proof of service-connected disability and 51% or greater ownership by one or more service-disabled veterans at bid time.
The project scope encompasses a multi-use facility approximately 240 feet long by 76–100 feet wide with concrete slab-on-grade foundations, concrete masonry unit walls, PEMB framing, wood truss roof systems, site utilities (water, sanitary sewer, gas), landscape restoration, and three bid alternates for cold storage addition, concrete and asphalt improvements, and salt/sand storage configuration. Specialized systems include a 15,000-pound lift capacity system with tie-down provisions and a crane rail system designed for 14,000-pound live loads. The project must comply with 2021 Michigan Building Code, Michigan Plumbing Code, EGLE requirements, and state prevailing wage and nondiscrimination provisions.
Bid security of 5% is required as a certified or cashier's check, money order, or bid bond payable to the State of Michigan. Bids remain valid for 90 calendar days following opening. Prospective bidders must register attendance by emailing Melissa Mead at MeadM4@michigan.gov one day prior to the conference. Written questions are due August 5, 2026 at 5:00 p.m. Eastern to Todd Ockaskis at tockaskis@paradigmae.com. All bid submissions must be made electronically through the SIGMA VSS system and include proof of State Project Registration from the Department of Labor and Economic Opportunity. The apparent low bidder must submit pre-award qualification materials and subcontractor lists within specified timeframes following opening.
