About this file

This document is an information sheet from the State of Michigan Department of Technology, Management and Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program. The SDVOB preference applies to all State of Michigan contracts and provides qualifying businesses with a 10% pricing preference in competitive bidding. To claim the preference, bidders must submit documentation proving service-connected disability status, including a DD214 or equivalent discharge papers, verification of the service-connected disability through a DD214 or Veterans Administration Rating Decision Letter, and proof of business ownership through legal documents. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification as verification of eligibility under specified conditions. The state does not pre-certify SDVOB businesses and does not accept certifications from the federal Center for Verification and Evaluation (CVE) database or the U.S. Small Business Administration's VetCert program.

Under the program definitions, a service-connected disability is defined as a disability incurred or aggravated during active military, naval, or air service as specified in 38 USC 101(16). A qualified SDVOB business entity must be 51 percent or more owned by one or more veterans with a service-connected disability. This preference is claimed at the time of bid submission on State of Michigan contracts and provides a mechanism for service-disabled veterans to compete more favorably in the state procurement process. Additional detailed information regarding the SDVOB preference is available in the SDVOB Preference Fact Sheet maintained by the DTMB Procurement office.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
