About this opportunity
The State of Michigan Department of Technology, Management and Budget, in conjunction with the Department of Military and Veterans Affairs, is procuring construction renovation services for the Grand Rapids Armory located at 2111 44th Street S.E., Grand Rapids, Michigan (File No. 511/25395, DMVA Project No. 26B1325010). The scope of work encompasses complete armory renovation including structural work, mechanical systems, electrical systems, fire suppression modifications, flooring, interior finishes, painting, signage, and perimeter security fencing consisting of 538 linear feet of six-foot chain link fence with anti-climb features and two 22-foot-wide sliding vehicle gates. The project requires all labor, equipment, and materials necessary to complete the renovation in accordance with specifications and accompanying drawings, with key deliverables including shop drawings, catalog cuts, construction schedules, schedules of values, safety plans, waste management plans targeting 60 percent recycling of non-hazardous construction waste, and final closeout documentation including as-built drawings and Certificates of Occupancy. Contractors must comply with prevailing wage requirements, Davis-Bacon Wage Rates, MIOSHA standards, and the State Construction Code, and all materials installed must be 100 percent made in America. A mandatory pre-bid conference and facility tour is scheduled for August 6, 2025, at 10:00 a.m. at the project site, with attendance required for all prospective bidders; questions must be submitted by August 13, 2025, at 10:00 a.m. ET to Karrie Baker at bakerk7@michigan.gov; and bid responses are due by August 20, 2025, at 2:00 p.m. ET through the SIGMA VSS website with a maximum of two attachments each under 25 megabytes. The contract duration is 120 calendar days from Notice-to-Proceed with liquidated damages assessed at $200 per calendar day for delays, and bid security of five percent is required.
This procurement includes a Service Disabled Veteran Owned Business (SDVOB) preference program providing eligible businesses with a 10 percent pricing preference, with bidders required to document SDVOB status through DD214, proof of service-connected disability, and proof of business ownership by one or more veterans with service-connected disabilities. Qualified Disabled Veteran (QDV) bidders receive a 10 percent preference deduction in the evaluation process, and the apparent low bidders will be evaluated for best value based on price and qualitative components. All bidders must submit proof of State Project Registration from the Department of Labor and Economic Opportunity and comply with certification requirements for Michigan-based business status and asbestos abatement attestation. Prospective bidders must submit a Vendor/Contractor LEIN Request form five business days prior to the pre-bid conference if attending, and performance and payment bonds are required for all contracts exceeding $50,000. Special working conditions apply due to the National Guard Armory location, including restricted access hours of 7:45 a.m. to 4:30 p.m. weekdays only, employee approval requirements, security inspections, and coordination with armory personnel, with a full-time project superintendent required on site during all construction activities. No specific budget range or award value is disclosed in the procurement documents; however, the contract includes a $10,000 owner allowance contingency and prohibits mobilization costs from exceeding four percent of the base bid.
