About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Military and Veterans Affairs, is soliciting professional design and engineering services for the Camp Grayling Mission Training Simulation Center (MTC) located in Grayling, Michigan, within Crawford County. This Request for Proposals seeks a qualified architectural and engineering firm to provide comprehensive design services spanning seven phases: Phase 100 Study Services, Phase 200 Program Analysis, Phase 300 Schematic Design, Phase 400 Preliminary Design, Phase 500 Final Design, Phase 600 Construction Administration Office Services, and Phase 700 Construction Administration Field Services. The scope requires the contractor to site-adapt existing AutoCAD plans from an MTC facility in South Carolina, integrate an auditorium component, and ensure full compliance with Michigan state building codes and applicable federal standards including EPA, OSHA, DOT, DHHS, EGLE, DNR, and MIOSHA requirements. Deliverables include detailed design review submissions at 35%, 65%, 95%, and 100% completion milestones, cost estimating at each review stage, data and network systems design including fiber optic connectivity, and construction administration including shop drawing reviews, payment certification, and as-built documentation. The facility must follow LEED v4.1 design principles achieving 50 points without formal certification and be designed as an all-electric system utilizing ground water heat pumps. Required qualifications include Michigan licensure for all design professionals, demonstrated project management experience with similar military training facilities completed within the previous five years, and provision of references and detailed information regarding key personnel and work schedules. Proposals will be evaluated using an 80/20 weighting formula with technical merit accounting for 80 percent and cost proposal for 20 percent. A mandatory pre-proposal conference is scheduled for August 14, 2024, at 11:00 a.m. Eastern Time via Microsoft Teams, with attendance required for all prospective design professionals. Questions must be submitted by August 22, 2024, at 2:00 p.m. Eastern Time, and proposals are due electronically through SIGMA VSS by August 29, 2024, at 2:00 p.m. Eastern Time as a single combined technical and cost proposal attachment not exceeding 25 megabytes. The State expects to make a contract award recommendation within thirty days following the proposal deadline, with design completion and construction documents required by the 2025 building season.
Proposing firms must submit signed Certification of Michigan Based Business and Responsibility Certification forms as mandatory attachments to qualify for consideration. Compensation is structured as a not-to-exceed billable-rate agreement based on estimated hours per phase multiplied by established hourly billing rates for each staff classification, with reimbursable expenses including travel beyond 100 miles one-way, printing, soil borings, surveys, and laboratory testing allowable with markups not exceeding 5 percent. The professional firm assumes responsibility for all project costs exceeding authorized phase budgets and must immediately notify the department if budget overruns appear likely. No specific budget or award value is disclosed in the solicitation documents; the contract value will be determined by the not-to-exceed hourly rate proposal submitted by the selected contractor. The survey and geotechnical borings will be furnished by the Department of Military and Veterans Affairs, and security and alarm system infrastructure design (boxes, conduits, and circuits) will be provided by the professional services contractor while DMVA will supply and install the actual systems. Julie Werner of DMVA Environmental serves as the Authorities Having Jurisdiction for site plan review and storm water management. All addenda to the solicitation must be acknowledged by bidders in the Bid Summary and Bid Form, with failure to acknowledge potentially resulting in bid rejection.
