About this file
This Addendum No. 1 is issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, in conjunction with the Department of Military and Veterans Affairs (DMVA) for the Camp Grayling Mission Training Center project (File Number 511/24259.CAK). The project is a war gaming center facility requiring design services from professional design consultants. The addendum was issued on August 23, 2024, with proposals due by August 29, 2024, at 2:00 pm local time. Key clarifications in the addendum address project scope requirements including confirmation that the facility does not require vehicle simulators, heavy MEP or structural engineering systems, dyno equipment, specialized acoustics beyond normal standards, equipment pits, or cranes. The design must follow LEED v4.1 design principles (50 points required, without formal certification) and be designed as an all-electric system utilizing ground water heat pumps. Design review milestones are established at 35%, 65%, 95%, and 100% completion with required documentation tabs, conducted as hybrid meetings with potential in-person attendance requirements for the PSC at select milestones.
The design scope includes detailed cost estimating at each review stage, data and network systems design including fiber, cabling, racks, Meraki switch provision, and all building infrastructure with terminations and faceplates, while the owner will provide the federal switch and network switches. The survey will be furnished by DMVA with borings for geotechnical work included in the proposal. Security and alarm system infrastructure (boxes, conduits, circuits) will be designed by the PSC with DMVA supplying and installing the actual systems. Design standards reference the project's Design Guides with no additional HVAC or plumbing guidelines beyond those documents. Julie Werner of DMVA Environmental serves as the Authorities Having Jurisdiction for site plan review and storm water management. All addenda must be acknowledged by bidders in the Bid Summary and Bid Form, with failure to acknowledge potentially resulting in bid rejection.

PROPOSALS DUE DATE:

ADDENDUM ITEMS:
Item 1. Question: Has the 1391 been developed or will it be developed as part of the phase 100 process?
Answer: The 1391 has been developed and there are no plans to update.
Item 2. Question: Will you be providing a survey, or do we need to include this with our fee?
Answer: Survey furnished by DMVA. Borings for geotechnical included in the proposal.
Item 3. Question: Are there any dyno’s or heavy MEP or Structural Engineering systems we need to design?
Answer: DMVA has not seen these on other facilities so do not include. This facility is more of a war gaming center.
Item 4. Question: Any acoustics required for loud conditions?
Answer: Design for normal acoustics.
Item 5. Question: Will any of the spaces require Low or High Temperatures.
Answers: No.
Item 6. Question: Will any cranes be required?
Answer: No.
Item 7. Question: Will there be any equipment pits?
Answer: No.
Item 8. Question: Is there a published design criteria for each multipurpose room/lab so we better understand the scope of services required for this design?
Answer: Proposal to use the criteria presented in the RFP.
Item 9. Question: What makes up the vehicle simulation labs relative to engineering requirements?
Answer: The project does not have vehicle simulators.
Item 10. Question: What level of cost estimating will be required?
Answer: Detailed cost estimates will be required at each review.
http://www.michigan.gov/SIGMAVSS
Item 11. Question: On the concept site plan are the contours berm or retention?
Answer: The contours are rough areas of possible retention.
Item 12. Question: This project is required to be designed to LEED Silver design principals, but not certified as LEED Silver. Does this include meeting all LEED prerequisites which are not points-based and typically required to even try to gain additional points? If not, is all that is required is to try and achieve 50-59 additional points from the checklist?
Answer: The LEED prerequisites do not count towards points, The 50 points need to come from LEED v4.1 checklist.
Item 13. Question: The Guard typically requires 35%, 65%, 90%, and 100% review milestones w/ Tab A,B,C,D requirements. For this project, will that be required? And if so, will that be required for each DTMB Phase;
i.e. (Phase 100 will have 35%, 65%, 90%, 100%)? Or should the DTMB phases try to align with the Guard Bureau phases?
Answer: The review milestones should be 35%, 65%, 95%, and 100% with tabs.
Item 14. Question: Who will be AHJ for site plan review / storm water management?
Answer: Julie Werner, DMVA Environmental.
Item 15. Question: Is there a preference for design reviews being in-person vs. virtual?
Answer: All meeting will be hybrid meetings (in-person and virtual). DMVA may request in-person attendance for the PSC at one or two of the review milestones.
Item 16. Question: Is LEED certification required?
Answer: LEED certification is not required.
Item 17. Question: Do building systems need to be designed as all-electric systems?
Answer: Yes, this will be designed as electric, probably with ground water heat pumps.
Item 18. Question: Are any security or alarm systems required, and if so, does PSC need to include design of those systems?
Answer: Infrastructure (boxes, conduits, circuits) will be on project. DMVA will supply and install systems.
Item 19. Question: Will there be any HVAC or plumbing design guidelines or standards?
Answer: Nothing beyond information provided in the Design Guides.
Item 20. Question: Are any snowmelt systems desired for sidewalks or other outdoor surfaces?
Answer: No.
Item 21. Question: Please clarify the extent of data and network system design to be included by PSC.
Answer: Everything in the building including the rack and Meraki switch. (federal switch installed by owner). Owner will furnish design guide for comm/data.
Item 22. Question: Regarding design for phone and data networks. May we assume the design will include the fiber and terminations, racks, patch panels, network cabling, jacks and faceplates and the design will not include network switches?
Answer: Network switches provided by owner. (1) 48 port Meraki switch provided by contractor.
ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
