About this opportunity
The State of Michigan Department of Technology, Management and Budget is requesting proposals for comprehensive construction management services for Selfridge Air National Guard Base airfield improvements (Runway Encroachment Solution Project #2) in Macomb County, Michigan, with proposals due July 30, 2026 and contract award anticipated by September 30, 2026.
The scope spans runway reconstruction (Runway 01-19 threshold relocation, full-depth Portland cement concrete pavement replacement, 1,008 to 1,100 linear feet of hardened overrun with blast pad), taxiway extensions (Taxiway A and others), perimeter road relocation (including Rosso Highway and Irwin Drain), security fencing, and comprehensive airfield electrical infrastructure including runway and approach lighting systems (ALSF-1), PAPI systems, ILS equipment relocation, and associated utility relocations. The contractor must establish and maintain designated haul routes with security gate control, provide Foreign Object Debris prevention and airfield safety protocols, coordinate continuously with base operations and control tower, and comply with multiple phased closures of the runway and taxiways while maintaining emergency services access. A project superintendent with minimum 10 years construction experience and 5 years on similar airfield projects is required, as is Primavera P6 scheduling software compatibility. Construction management services include preconstruction activities (permit approval, material testing, mix design, staging) and ten phases of construction spanning approximately 1,156 calendar days, including 270 days of winter shutdowns, with Phase 1A commencing spring 2027 and project completion targeted for fall 2029.
The total construction management not-to-exceed contract amount is $140.94 million, encompassing all preconstruction services, construction budget, contingency, general conditions, bonds, insurance, and CM fees. Cost proposals must include CM staff, reimbursable expenses, project direct staffing, site operations, liability insurance, performance and payment bonds, and builders risk insurance. The selected construction manager serves as the sole point of contact with full responsibility for coordination with the Professional Services Contractor (Mead & Hunt, Inc.). Written questions are due July 16, 2026, with responses posted July 23, 2026. Interviews are scheduled August 5, 2026. All contractors and subcontractors must complete annual State Project Registration with the Department of Labor and Economic Opportunity before bidding.
