The procurement encompasses comprehensive airfield improvements including approximately 1,100 linear feet of hardened overrun with 200 feet of blast pad, runway threshold and end lighting and signage replacement, runway shoulder repair or reconstruction with edge lighting, realignment of approach lighting and navigational aids on both runway ends, relocation of the north perimeter road and fencing, and extension of eastern and western taxiways north to the new overrun with Portland cement concrete pavement, asphalt shoulders, edge lighting, signage, and markings. Qualified construction management firms must demonstrate completion of at least three projects of similar or comparable scope and complexity within the past ten years valued at $50,000,000 or more, provide organizational charts and resumes for key personnel including project manager, superintendent, and pre-construction lead, detail cost control and quality control methods, describe project scheduling practices, and outline Civil Information Modeling capabilities using 2024 AutoCAD Civil 3D ModelBased Construction. Questions regarding the RFQ must be submitted in writing by May 21, 2026, at 2:00 p.m., with responses posted via addenda by May 28, 2026. The anticipated construction schedule includes start in October 2026 with substantial completion in December 2029. RFQ submissions must be uploaded to SIGMA VSS with individual attachments not exceeding 25 megabytes, and responsive and responsible firms will be invited to submit formal technical proposals and participate in interviews for final selection.
No specific set-aside designations or restrictions targeting disadvantaged enterprises, minority-owned businesses, or women-owned businesses are detailed in the procurement documents provided.
