About this opportunity
Letcher County Fiscal Court is requesting bids for hazardous material inspection services on up to 150 residential properties acquired through a voluntary property buyout grant program, with bids due July 16, 2026 at 9:00 a.m. ET and public bid opening at 10:00 a.m. ET the same day.
Environmental professionals must be licensed by the Kentucky Division of Air Quality and state-accredited to conduct the surveys. Letcher County Fiscal Court is an Equal Opportunity Employer actively encouraging submissions from women, minority, and veteran-owned businesses, and 2 CFR 200.321 affirmative-steps requirements apply — contractors and subcontractors must take affirmative steps to place qualified small and minority enterprises on solicitation lists, solicit them as potential sources, divide total requirements into smaller tasks where economically feasible, and utilize services from the Small Business Administration and Minority Business Development Agency.
The scope requires investigation of assigned residential buildings, identification and documentation of friable and non-friable asbestos-containing materials and suspected hazardous waste, collection of physical samples as needed, quantification of materials present, and recommendations for proper removal and disposal methods. Survey reports must be submitted within six days of each inspection and include all information required for the Kentucky Division of Air Quality Notification of Asbestos Abatement/Demolition/Renovation form, along with photographs. The actual removal and disposal of identified hazardous materials is excluded from this contract.
Contractors must maintain Commercial General Liability ($2 million aggregate, $1 million per occurrence), Comprehensive Automobile and Water Vehicle Liability ($1 million combined single limit per occurrence), and Worker's Compensation with employer's liability coverage of not less than $1 million per occurrence. Proof of Division of Air Quality licensure, state accreditation, active SAM registration, liability insurance, and workers compensation insurance must accompany bids.
Awarded contractors must commence work within 14 days of notice to proceed and complete all work within 30 days. Award is anticipated at the Fiscal Court meeting on July 20, 2026 at 10:00 a.m. ET. Letcher County reserves the right to reject any bids and makes no guarantee regarding the quantity of work, as structures may be removed from the program or awarded to other contractors.
