About this opportunity
Letcher County Fiscal Court in Kentucky is issuing an Invitation for Bid (IFB) for comprehensive demolition services in support of a federally funded disaster-related property acquisition and demolition project. The procurement seeks demolition services for four residential properties located in Whitesburg, Mayking, and Jenkins, Kentucky, with deliverables including main structure demolition, removal of appurtenant buildings such as garages, utility disconnection, septic system decommissioning, well closure, debris removal and disposal, and site restoration including grading, seeding, and mulching. Bidders must submit proposals through the DFS Procurement Portal by May 14, 2026, at 9:00 AM ET, with bid opening at 10:00 AM ET the same day and award determination scheduled for May 18, 2026, at the Letcher County Fiscal Court meeting at 10:00 AM ET. Qualified contractors must demonstrate active federal System for Award Management (SAM) registration, provide bid bonds or cashier's checks equal to 10 percent of the total bid amount, and submit proof of Commercial General Liability insurance with minimum $2,000,000 aggregate and $1,000,000 per occurrence limits, Comprehensive Automobile and Water Vehicle Liability with $1,000,000 per occurrence combined single limit, and Worker's Compensation insurance with employer's liability coverage of not less than $1,000,000 per occurrence. Successful contractors must commence work within 30 days of the Notice to Proceed and complete demolition within 60 days, with all associated costs including disposal, transportation, and tipping fees the responsibility of the contractor; documentation requirements include before and after photographs with GPS location and date stamps, daily work photos, disposal manifests, and evidence of proper handling of hazardous materials.
This procurement is subject to federal compliance requirements including certification regarding lobbying restrictions, non-collusion declarations, and affirmative steps to ensure maximum participation by small businesses, minority-owned enterprises, women's business enterprises, and labor surplus area firms. Contractors must implement affirmative action procedures such as placing qualified small and minority enterprises on solicitation lists, actively soliciting such enterprises as potential sources, and dividing project requirements into smaller tasks where economically feasible. All bidders are required to execute a Drug-Free Workplace Affidavit establishing mandatory workplace drug policies and to demonstrate compliance with applicable federal and state regulations. Awards will be made on a per-property basis with no guarantee of work quantity, as structures may fall out of the program or be awarded to other contractors to meet state deadline requirements. The specific contract award value or budget range is not disclosed in the procurement documents; however, all bid amounts must include the 10 percent bid bond requirement and successful contractors must provide a performance bond equal to 100 percent of the contract price prior to work commencement. The county reserves the right to accept or reject any or all bids and to award based on the offer most advantageous to its interests.
