About this file
This is an Affirmative Steps compliance document issued by Letcher County Fiscal Court in Kentucky pursuant to 2 CFR 200.321, establishing requirements for contractors and subcontractors engaged in a disaster-related demolition services procurement. The document outlines mandatory affirmative action procedures that must be implemented to ensure maximum participation by small businesses, minority-owned enterprises, women's business enterprises, and labor surplus area firms in the contracting process. These procedural requirements apply to all contractors, including engineers, who utilize subcontractors for the project.
The affirmative steps required include placing qualified small and minority enterprises on solicitation lists, actively soliciting such enterprises as potential sources, dividing project requirements into smaller tasks or quantities where economically feasible to encourage participation, establishing delivery schedules that facilitate enterprise involvement, and utilizing assistance from organizations such as the Small Business Administration and the Minority Business Development Agency. Compliance with these federal requirements is mandatory for all parties involved in the demolition services contract, which relates to Letcher County's property acquisition and demolition initiative supported by disaster recovery funding.
