About this opportunity

The Maryland Aviation Administration is requesting bids for a five-year on-call glass repair and maintenance contract at Baltimore Washington International Thurgood Marshall Airport under IFB BWI27006S, with bids due August 19, 2026 and a pre-bid question deadline of August 5, 2026. This is a Small Business Reserve procurement limited to certified small business vendors registered in Maryland's eMMA system.

The scope covers glass inspection, removal, replacement, and repair across the airport's 3,600-acre campus, including the main terminal's secure and non-secured areas, skywalks, garages, restrooms, storefronts, and associated buildings. Work is performed during regular business hours (7:00 a.m. to 5:00 p.m., Monday–Friday) and overtime hours as necessary to minimize operational disruption. The contractor must provide time-and-materials compensation based on hourly labor rates for straight-time work and overtime work, with annual unit pricing for 2,000 straight-time hours and 200 overtime hours across each contract year, plus a $40,000 allowance for non-routine, unexpected, and emergency expenses.

The contract carries a not-to-exceed value of $200,000 over the five-year term or until funds are depleted. Bids are irrevocable for 120 days.

Qualifications include minimum five years of commercial glass repair and maintenance experience, assignment of a permanent Project Manager, a minimum of two badged personnel with airfield driving privileges, and at least one company vehicle with a valid airfield inspection sticker. All employees must obtain valid airport security identification badges, comply with TSA regulations (49 CFR 1542), and complete airfield driver training. Extensive insurance is required: commercial general liability of $1,000,000 per occurrence, commercial automobile liability from $1,000,000 to $10,000,000 depending on area access, and workers' compensation at statutory limits. A pre-work conference will be scheduled within one month prior to Notice to Proceed. Bid guaranty is not required if the total bid price is under $100,000. All pricing must be positive unit amounts or zero; negative unit prices are non-responsive.
