About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, is soliciting architect/engineer qualifications for the Michigan Department of Corrections Capacity Realignment project covering two correctional facility expansions, with a questionnaire due October 8, 2026 at 2:00 p.m. Eastern Time.
The scope encompasses all design and construction administration phases — Programming through Construction Administration Field Services — for a 176-bed Level V housing facility at St. Louis Correctional Facility (four 44-bed units with central core building) and a 240-bed Level IV housing facility at Oaks Correctional Facility in Manistee, Michigan. Services include Schematic Design, Site Development, Design Development, Final Design Documentation, and Construction Administration. Selected firms must advance from the existing April 17, 2026 Schematic Design Report to detailed schematic phase and complete construction document development. Design must prioritize LEED Silver sustainability certification without registration, accessibility features for aging inmate populations, single-level housing where feasible, ADA-accessible cells exceeding code minimums, and technology-forward designs for enhanced safety and operational efficiency. The design must also evaluate generator backup system capacity and accommodate construction outside the existing secured perimeter with potential perimeter rerouting.
This is a two-stage process. Firms must first submit a questionnaire (with a $1.00 bid amount) by October 8, 2026 to SIGMA VSS. An ad hoc advisory committee will evaluate questionnaires and invite qualified firms to submit technical proposals in a subsequent phase. Pricing will be evaluated during the technical proposal stage, not the questionnaire phase. Firms must demonstrate capacity to manage all project phases at both locations during design and construction.
Written inquiries are due October 1, 2026 at 2:00 p.m. Eastern Time. Contract specialist contacts are Anne Watros (watrosa@michigan.gov) and Don Klein (kleind4@michigan.gov); project inquiries go to Alan Goschka (goschkaa@michigan.gov). The Schematic Design Report is available in SIGMA.
