About this file
This is an Architect/Engineer and Related Services Questionnaire issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, for the Michigan Department of Corrections (MDOC) Capacity Realignment project. The project involves architectural and engineering services for two correctional facility expansions: a new 176-bed Level V housing facility at St. Louis Correctional Facility consisting of four 44-bed units with a central core building, and a new 240-bed Level IV housing facility at Oaks Correctional Facility in Manistee, Michigan. Services encompass all phases from Programming (Phase 200) through Construction Administration Field Services (Phase 700), including Schematic Design, Site Development, Design Development, Final Design Documentation, and Construction Administration. The questionnaire deadline is 2:00 p.m. Eastern Time on Thursday, October 8, 2026, with written inquiries due by 2:00 p.m. Eastern Time on Thursday, October 1, 2026. Submissions must be uploaded to SIGMA VSS with a $1.00 bid amount, and only qualified firms will be invited to submit technical proposals after questionnaire evaluation by an ad hoc advisory committee.
The project prioritizes LEED Silver sustainability certification without registration, incorporation of aging inmate population accessibility features, single-level housing where feasible, ADA-accessible cells exceeding code minimums, and technology-forward designs for enhanced safety and operational efficiency. Design must address generator backup system capacity evaluation and allow construction outside the existing secured perimeter with potential perimeter rerouting. A Schematic Design Report issued April 17, 2026, is available in SIGMA and provides the foundational scope and intent that selected firms must advance to detailed schematic phase and complete construction document development. Firms must demonstrate capacity to manage all project phases at both locations during design and construction phases. No pricing information is specified in this questionnaire phase; pricing details will be evaluated during the technical proposal stage. The contract specialist contact is Anne Watros at watrosa@michigan.gov and Don Klein at kleind4@michigan.gov, with project inquiries directed to Alan Goschka at goschkaa@michigan.gov.

PURPOSE:
This questionnaire will be used by the Department of Technology, Management and Budget (DTMB) and an ad hoc advisory committee for the purpose of making an initial evaluation of architectural firms interested in providing architectural/engineering services for the MDOC Capacity Realignment projects to be located at the Oaks Correctional Facility located at 1500 Caberfae Hwy, Manistee, Michigan 49660 and the St Louis Correctional Facility located at 8585 N Croswell Rd, St Louis, Michigan 48880.
Services will involve the following phases:
• Programming (confirming and updating programming provided as part of included study)
• Schematic Design (confirming and updating layouts provided as part of included study)
• Site Development
• Design Development
• Final Design Documentation including IT Design and Access Security Furniture, Fixtures, Equipment and Signage
• Construction Administration – Office
• Construction Administration- Field
The project will consist of providing a proposal for Phase 200 Programming, Phase 300 Schematic Design, Phase 400 Preliminary Design, Phase 500 Final Design, and Phase 600 and 700 Construction
Administration Office and Field Services for the MDOC Capacity Realignment projects to be located at the
Oaks Correctional Facility and the St Louis Correctional Facility.
File No. 472/26527.ABG 2 MDOC Capacity Realignment Project
Firms interested in the project are invited to complete the following questionnaire from DTMB State
Facilities Administration (SFA), Design and Construction Division (DCD). The completed questionnaire must be returned to DCD, no later than 2:00 p.m., eastern time, on Thursday, October 8, 2026.
PROJECT DESCRIPTION:
The project encompasses the development of new housing facilities at two existing correctional facility campuses with sufficient land capacity to accommodate additional structures.
At the St. Louis Correctional Facility (SLF), the proposal includes a new 176-bed Level V housing facility, consisting of four 44-bed housing units connected through a central core building.
At the Oaks Correctional Facility (ECF), multiple viable locations have been identified for the addition of a new housing building. The concept under consideration includes 240 Level IV beds.
The Michigan Department of Corrections (MDOC) continues to experience a statewide imbalance in prisoner classification levels, with a surplus of Level I–II beds and a shortage of beds for higher-risk Level
IV–V classifications.
The planned expansion aligns with MDOC’s Safe Prisons Initiative, which focuses on reducing violence through strategic realignment of housing and operational practices. By phasing out underutilized Level II units and investing in purpose-built higher-security housing, the department can better consolidate staffing resources and enhance operational effectiveness. The initiative emphasizes closer supervision and more controlled movement for individuals classified at the highest risk levels.
MDOC Objectives
The design of the new facilities supports the following goals:
• Enable closer supervision and more restricted movement for high-risk prisoners.
• Incorporate architectural features that address the needs of an aging inmate population, including enhanced accessibility.
o Eliminate bunk beds in double-occupancy cells.
o Where feasible, provide single-level housing to maximize accessibility and improve visibility from officer control stations.
o Increase the number of ADA-accessible cells beyond minimum code requirements.
• Future-proof Level IV and V housing units by transitioning away from outdated “warehousing” models and integrating adaptable, technology-forward designs that support safety, specialized management, and operational efficiency.
• Facilities to be designed and constructed as a LEED Silver level of Sustainability without registration.
• Evaluation of existing facility generator backup system capacity for incorporating the new housing units at each site by either utilizing or modifying the existing equipment, adding new equipment or replacement of the existing equipment with new.
• Construction is to take place outside of the existing secured perimeter, including potentially rerouting the existing secured perimeter to allow for the necessary construction activities.
File No. 472/26527.ABG 3 MDOC Capacity Realignment Project
A Schematic Design Report, issued on April 17, 2026, is available in SIGMA and should be downloaded and reviewed. The report outlines the proposed security classification realignment within the MDOC system as applied to new housing buildings at Oaks Correctional Facility (ECF) in Manistee, Michigan and
St. Louis Correctional Facility (SLF) in St. Louis, Michigan (Gratiot County)
Prepared at a high-level, the schematic design report provides the foundational scope and intent for the project. The Professional Services Contractor (PSC) selected for this effort will be responsible for conducting detailed site investigations and advancing the design to a more developed schematic phase.
Once approved the PSC will proceed with complete construction document development, assisting the
Construction Manager (CM) or Managers (who will be engaged shortly after the PSC contracts are awarded) in bidding and complete construction administration services.
The PSC must be able to demonstrate the capacity to complete all phases of the contract at the two separate locations both during design and also during construction.
INQUIRIES:
Questions must be in writing and directed to Alan Goschka at goschkaa@michigan.gov. Do not submit online questions via SIGMA VSS. All inquiries must be submitted no later than 2:00 p.m., eastern time, on Thursday, October 1, 2026. If needed, addenda will be posted on SIGMA.
INFORMATION:
An ad hoc advisory committee will evaluate all returned questionnaires. Only those firms determined to be best qualified for the project will be invited to submit a technical proposal.
The committee will make a numerical evaluation of questionnaires based on each firm's experience, knowledge, and organization.
