About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, on behalf of the Michigan Department of Corrections, is requesting proposals for professional services supporting capacity realignment at St. Louis and Oaks Correctional Facilities, with proposals due November 5, 2026 at 2:00 p.m. Eastern through SIGMA VSS. Competition is limited to three shortlisted firms: Abonmarche Consultants, Inc., Partners in Architecture, PLC, and TowerPinkster. Bidders must demonstrate Michigan business status.
The scope covers design and construction administration for two new housing facilities: a 240-bed Level IV facility at Oaks Correctional Facility in Manistee and a 176-bed Level V facility at St. Louis Correctional Facility in Gratiot County. Services span seven phases, from Program Analysis (Phase 200) through Construction Administration Field Services (Phase 700), and include site assessment, utility documentation, permit applications and fees, 50% and 90% contract document submissions, bi-weekly progress reports, and dual-site project management. The professional must hold a current Michigan license to practice and disclose any contract defaults or terminations for cause within the past five years. Facilities must meet LEED Silver standards without registration. The design integrates AI-driven video monitoring, biometric access controls, and RFID tracking. The Schematic Design Report names PARTNERS in Architecture as architect, IMEG Corp. as MEP engineer, and Granger Construction as cost estimating consultant.
Evaluation is weighted 80 percent on technical qualifications (Part I) and 20 percent on cost (Part II). The cost proposal uses billable hourly rates with estimated hours by staff classification for each phase. Reimbursable expenses, including printing, soil borings, surveys, laboratory testing, and travel beyond 100 miles one-way, are billed at actual cost, with a maximum 5 percent markup on services not performed in-house. Fringe benefits, insurance, computer time, and overhead must be included in billing rates. The contract compensates on a billable rate, not-to-exceed basis.
Questions closed October 28, 2026. No mandatory pre-proposal meeting or walk-through is scheduled. Addendum No. 1 requires resubmission of resumes and project experience from the RFQ phase. It sets interview slots at 3111 W St Joseph Street in Lansing for the three firms, with each firm allotted about 40 minutes for presentation and 20 minutes for questions. In-person presentations are scheduled for November 12, 2026 at the DTMB DCD Offices in Lansing. Contract award recommendation is expected within 30 days after the proposal due date, with anticipated start in mid to late November 2026. The selection committee includes Trever LaBarre and Jeff Niemi from MDOC and Alan Goschka from DTMB, with Chris Parsons from DTMB potentially participating and voting.
