About this file

This is an Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, for professional services related to the Michigan Department of Corrections Capacity Realignment project at St. Louis and Oaks Correctional Facilities. The addendum clarifies submission requirements and provides logistical details for the proposal process. All previously submitted resumes and project experience from the Request for Qualifications (RFQ) phase must be resubmitted as part of the proposal package to ensure completeness. The proposal due date is Thursday, November 5, 2026. Interviews will be held at the DTMB office located at 3111 W St Joseph Street in Lansing, Michigan, with three firms scheduled: Tower Pinkster (9:15 AM–10:15 AM), Partners in Architecture (11:00 AM–12:00 PM), and Abonmarche Consultants (1:00 PM–2:00 PM). Each firm will have approximately 40 minutes for presentation and 20 minutes for question and answer, with an additional 15 minutes before and after for setup and takedown.

The selection committee will consist of Trever LaBarre and Jeff Niemi from the Michigan Department of Corrections, and Alan Goschka from DTMB, with Chris Parsons from DTMB potentially participating and contributing to voting as determined. Other MDOC and DTMB staff may attend but will not participate in award decisions. The addendum does not specify pricing terms, set-asides, contract amounts, or funding sources, as these details are contained within the primary RFP document.
