About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration is soliciting sealed bids for construction of the Handlon Correctional Facility Unit B Conversion project located at 1728 Bluewater Highway, Ionia, Michigan, with bids due September 16, 2026 at 2:00 p.m. Eastern time. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% applies to qualified vendors; Qualified Disabled Veteran (QDV) businesses receive a 10% preference deduction for evaluation purposes.
The scope comprises site work — removal of concrete paving, excavation, grading, installation of 6-inch concrete paving, basketball court with pole, two shelter structures (10' × 20' and 14' × 30'), exercise equipment, picnic tables, electrical and data conduit, and turf restoration — and Unit B building renovations including selective demolition of 10 housing cells and conversion into a medical station, electronic law library, and interview rooms; conversion of shower space to supply room; and installation of new doors, security windows, HVAC systems (split heat pumps and packaged terminal heat pumps), lighting, electrical receptacles, and plumbing fixtures. Geotechnical investigation and detailed specifications for site furnishings and security features are included in the addendum and plan sets. The contractor must obtain State Project Registration and comply with prevailing wage requirements under 2023 PA 10, as amended.
Contract time is 60 calendar days from Notice-to-Proceed, expected by October 15, 2026, with liquidated damages of $1,000 per calendar day for delays. A lump-sum bid structure with a $50,000 contingency allowance applies. Five percent bid security is required; bids exceeding $50,000 require performance and payment bonds. A mandatory pre-bid walkthrough was held September 2, 2026. Questions were due September 9, 2026 to Paul Warnick at Abonmarche Consultants Inc. Bid Addendum No. 1, issued September 10, 2026, provides geotechnical reports, revised specifications, and contractor question responses; all bidders must acknowledge receipt of this addendum in their bid submission.
