About this file
This is an informational document from the State of Michigan Department of Technology, Management and Budget (DTMB) outlining the Service Disabled Veteran Owned Business (SDVOB) preference program for state contracts. The program provides a 10% pricing preference to businesses owned by qualified service-disabled veterans when bidding on State of Michigan projects. To claim this preference, vendors must submit their bid response indicating SDVOB status and provide documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership through legal documents. Alternatively, the state accepts National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions. The state does not pre-certify businesses as SDVOBs and does not recognize federal CVE database or US Small Business Administration VetCert certifications.
A qualified SDVOB entity must be 51% or more owned by one or more veterans with a service-connected disability, defined as a disability incurred or aggravated in the line of duty in active military, naval, or air service. This preference program is established under Michigan Public Act 91 of 2005 and represents the state's commitment to supporting disabled veterans in business. Vendors seeking additional detailed information are directed to the SDVOB Preference Fact Sheet available through the state's Contract Connect portal.

Service Disabled Veteran Owned Business (SDVOB) Preference
Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
