About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) is requesting proposals for professional engineering services to upgrade HVAC controls at Muskegon Correctional Facility under an RFP due July 9, 2026, at 2:00 p.m. Eastern, with a mandatory pre-proposal meeting on June 22, 2026, at 1:00 p.m. at the facility's Administration Building Lobby and questions due July 1, 2026.
Bidders must hold Michigan professional licensure and submit a Certification of Michigan Based Business and Responsibility Certification. All contractor personnel require Law Enforcement Information Network (LEIN) background clearance prior to facility access. The facility operates under strict correctional security protocols including mandatory personal body searches, equipment inspections, work-hour restrictions (standard eight-hour shifts, with potential four ten-hour shifts by warden approval only), prohibition of weekends and holidays without written warden permission, and absolute restrictions on fraternization with inmates and possession of weapons, alcohol, drugs, cellular phones, and recording devices.
The scope encompasses Phase 100 (Study), Phase 300 (Schematic Design), Phase 500 (Final Design), Phase 600 (Construction Administration-Office), and Phase 700 (Construction Administration-Field Inspection) for replacing obsolete pneumatic HVAC controls (over 35 years old) with Direct Digital Controls integrated into the facility's Building Management System across approximately 212,800 square feet. Work includes facility-wide assessment, Powerhouse-specific upgrades, hard-wired integration with MDOC Starnet 2 and Symphony systems (remote access prohibited), and testing and air balancing. Bidders must conduct field verification and submit photographic documentation of existing equipment and an updated aerial site plan.
The contract is structured as a billable-rate, not-to-exceed agreement with reimbursable expenses including $5,000 in LARA plan-review fees and all testing costs. Markups do not exceed five percent for sub-consultant fees and third-party services. Proposals must include detailed personnel breakdowns with billing rates, hours per phase, and fees by phase. Proposals are evaluated on Technical (80%) and Cost (20%) weightings by an Ad Hoc Advisory Committee, with award anticipated within thirty days of the proposal due date. All submissions are public records under Michigan's Freedom of Information Act. Proposals must be submitted electronically through SIGMA VSS, not exceeding 25 megabytes combined technical and cost. The desired schedule targets Phase 100 completion by September 2026, design through March 2027, and construction of Powerhouse controls from August 2027 through March 2028.
