About this file

This is a Request for Proposal Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division, for the Department of Corrections Muskegon Correctional Facility HVAC Controls Upgrades project (File Number 472/26287.HJD). The addendum clarifies project scope and requirements for proposers, with a proposal due date of July 9, 2026, Eastern Time. The project involves upgrading HVAC controls systems throughout the Muskegon Correctional Facility, including upgrades to the Powerhouse mezzanine day tank and basement condensate return pneumatic controls, while the remainder of the facility retains its original 1970s heating system with pneumatic controls. The addendum specifies that selected contractors must integrate new HVAC controls into the existing MDOC Starnet 2 and future Symphony systems, with all HVAC controls communication to be hard-wired within each building and remote access prohibited. All communication must be hard-wired within buildings, and proposers must include Pre-Proposal Meeting attendance records, an updated aerial site plan showing housing units 1-6 and facility buildings, and photographic documentation of existing HVAC equipment. The project director is Heather DeKorte, RA.

Key requirements include mandatory 50% and 90% face-to-face meetings held on-site during each project phase, a one-hour virtual orientation for all personnel prior to on-site work, and the development of opinions of probable cost at both 50% and 90% project phases. Proposers must provide detailed personnel breakdowns for the Prime Service Consultant (PSC) and all hired consultants, including billing rates, hours per phase, total hours, and fees by phase. The scope encompasses evaluating existing HVAC equipment for mechanical deficiencies and providing recommendations in Phase 100 Study, modifying sprinkler, lighting, and utility systems directly impacted by HVAC controls upgrades, and developing the sequence of operations. The addendum notes that MDOC currently performs HVAC controls maintenance in-house without a dedicated maintenance contract and excludes Item II-5 Budget Analysis from proposal requirements due to no estimated construction budget being determined at this time.
