About this file
This is a Project Statement and Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget (DTMB) on behalf of the Michigan Department of Corrections (MDOC) for professional engineering services related to HVAC controls upgrades at Muskegon Correctional Facility located at 2400 South Sheridan Drive, Muskegon, Michigan. The project scope includes Phase 100 Study, Phase 300 Schematic Design, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection services for the complete facility assessment and Powerhouse-specific upgrades. The existing pneumatic HVAC controls, which are over 35 years old and obsolete, require replacement with current Direct Digital Controls (DDCs) integrated with the facility's Building Management System. Key project requirements include standardizing controls throughout the facility, connecting to the new MDOC BMS for monitoring, integrating with variable frequency drives for energy efficiency, performing testing and air balancing, and coordinating all work to minimize operational disruption. A mandatory walk-through inspection is scheduled for June 22, 2026, at 1:00 PM at the facility's Administration Building Lobby, with required vendor LEIN submissions due five business days prior. The proposal due date is July 9, 2026, at 2:00 PM Eastern, with RFP questions accepted until July 1, 2026. The desired schedule includes PSC selection within two months, Phase 100 assessment completion by September 2026, design and bid document preparation through March 2027, and construction of Powerhouse controls from August 2027 through March 2028.
Proposals must be submitted electronically through SIGMA VSS with a combined technical and cost proposal not exceeding 25 megabytes. Firms should include all required reimbursable expenses, including $5,000 in LARA plan-review fees and all testing costs associated with the requested services. The PSC must provide construction cost estimates at 50 percent and 90 percent completion of each design phase and conduct bi-weekly progress calls with the Project Director. All design meetings should be conducted electronically to the greatest extent possible, with field work coordinated in advance with MDOC to comply with facility policies. The contract will be structured under the DTMB Contract for Professional Services billing rate structure, with the total cost for all phases submitted as the final bid amount. The project is classified under NIGP codes 90607, 90644, 92507, 92531, 92533, and 92567. Project Director Heather DeKorte (517-243-7248) and Client Agency Contact Ben Verway (517-388-2171) are available for inquiries, with questions directed to dekorteh@michigan.gov.

PROJECT DESCRIPTION/SERVICES REQUESTED:
On behalf of the Michigan Department of Corrections (MDOC), the Department of Technology, Management, and Budget (DTMB) is requesting professional engineering services for the design, bidding, and construction administration for upgrades to the existing HVAC controls throughout the Muskegon Correctional Facility. This request is to provide Phase 100 Study, 300 Schematic Design, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection services.
The existing HVAC pneumatic controls throughout the facility are over 35 years old. The controls have exceeded their service life. The controls are outdated and replacement parts are hard to find. The controls do not integrate with facility’s Building Management System. It is hard to manage the heat in the Housing Units. The goal of this project is to upgrade to current controls technology to improve the facility’s ability to manage and monitor the existing HVAC systems.
The PSC shall provide a detailed assessment of existing controls, plan a phased installation to avoid operational disruption, and integrate modern DDC and BMS with energy-efficient components. PSC shall provide a Phase 100 Study for all buildings within the Facility. PSC shall provide Phases 300 through 700 services for HVAC control upgrades in the Powerhouse only. Future Phase 300 through 700 services may mailto:SmithD76@michigan.gov mailto:FrostS1@michigan.gov include control upgrades of other buildings within the Facility if budget allows but should not be included in the PSC proposal.
The PSC must consider the following items:
• Replace outdated controls, including pneumatic or obsolete controls.
• Standardize controls throughout the facility.
• Install Direct Digital Controls (DDCs).
• Connect HVAC controls to new MDOC facility Building Management System (BMS) for monitoring.
• Add new controls to existing Variable Frequency Drives (VFDs) on pumps and fans for energy efficiency.
• Integrate with energy recovery system for condensate, ensuring proper purge CFM and fan performance.
• Clean coils to maintain air quality.
• Ensure upgraded controls maintain proper ventilation.
• Asbestos abatement may be required for upgrades.
• Modify sprinkler, lighting, and utility systems as needed.
• Testing and Air Balancing of systems after controls upgrades.
• Ideally the new BMS system will be non-proprietary and compatible with State of MI software requirements.
• Some air handler controls in Education Building and Health Care have already been upgraded and will need to tie into a new Building Management System (BMS).
In addition to the requirements described in the DTMB Contract for Professional Services: Billing Rate – Not to Exceed sample contract, please accommodate the following:
1) Clearly document the number of meetings proposed and indicate which meetings will need to be on-site.
Design meetings shall be held via electronic format to the greatest extent possible.
2) Attend a bi-weekly progress phone call with the Project Director.
3) Provide construction estimates for owner review at the 50% and 90% of each phase. Review the construction budget at every design review meeting.
4) Coordinate all field work, construction phasing and scheduling with MDOC in advance to minimize disruption to their operation of the project site. Conduct field work in a manner that complies with MDOC policies currently in effect or which may come into effect.
5) Develop contract documents to include alternates for the improvement work to use all available funding.
6) Include as reimbursables in this proposal all testing required as part of the services requested.
7) Include LARA plan-review fees of $5000 as a reimbursable expense.
8) Agency will provide available drawings to the selected PSC. The PSC shall field verify all existing conditions.
