About this opportunity

The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, is requesting proposals for professional design and engineering services for a sanitary sewer pretreatment and infrastructure upgrade at the Chippewa Correctional Facility in Kincheloe, Michigan, with proposals due June 4, 2026, at 2:00 p.m. Eastern Time. A mandatory pre-proposal meeting was held May 21, 2026; written questions were due May 27, 2026.

Eligible professionals must be licensed to practice in Michigan under the Occupational Code and must submit signed Certification of Michigan Based Business and Responsibility Certification forms. The scope encompasses Phases 300 (Schematic Design), 500 (Final Design), 600 (Construction Administration–Office Services), and 700 (Construction Administration–Field Services), with Phase 300 potentially consolidated into Phase 500 at MDOC discretion. Work includes documenting existing conditions, obtaining LARA plan review permits, developing contract documents, providing cost estimates at 50% and 90% design completion, creating installation plans to maintain system operation during construction, and submitting biweekly progress summaries. The existing manual bar screen pretreatment system requires replacement with an automated fine screen, relocated grinder, bypass manual screen, and potentially new housing structure. Proposers must provide graphic bar-chart schedules in weeks and document all proposed meetings with agendas and minutes.

The contract is structured as a not-to-exceed billable-rate agreement with compensation by actual professional hours at specified rates. Reimbursable expenses include printing, soil borings, site surveys, and laboratory testing without markup if in-house; travel beyond 100 miles one-way is reimbursable at State rates. All other costs, including fringe benefits, insurance, overhead, and profit, must be included in billing rates. An allowance of $5,000 is established for LARA and SESC plan review fees during Phase 500.

Evaluation is weighted 80% technical (Part I) and 20% cost (Part II). Contract award is anticipated by the end of July 2026. Contractor representatives must submit a LEIN (Law Enforcement Information Network) background check request five business days prior to site access. The proposed project schedule targets summer 2026 design, summer 2026 bidding, and fall/winter 2026–2027 construction. Questions should be directed to Mike Lusk at luskm@michigan.gov.
