The project scope encompasses assessment, design, and construction administration services for upgrading the facility's sanitary sewer pretreatment system and associated infrastructure. Services required include Phase 300 Design, Phase 500 Final Design, Phase 600 Construction Administration Office Services, and Phase 700 Construction Administration/Field. The existing manual bar screen pretreatment system is at the end of its lifespan and requires replacement with an automated fine screen, relocated grinder, bypass manual screen, and potentially a new structure to house the equipment. A mandatory walk-through inspection is scheduled for 9:00 a.m. on Thursday, May 21, 2026, at the facility's Administration building, with contractor representatives required to submit a Vendor/Contractor LEIN Request five business days prior. Proposals must be submitted to SIGMA VSS by 2:00 p.m. Eastern on Thursday, June 4, 2026, with a desired project schedule of Summer 2026 design, Summer 2026 out for bid, and Fall 2026 construction. RFP questions must be emailed to Mike Lusk at luskm@michigan.gov no later than 2:00 p.m. Eastern on Wednesday, May 27, 2026.

The proposal must include detailed labor requirements for each phase with clear documentation of proposed meetings and site inspections, a complete design schedule with assumed construction timeline, and all reimbursable expenses including mileage, meals, lodging, and field services. Billing rates and travel reimbursements shall comply with the PSC's current ISID contract. The proposal must address required deliverables including design meetings at 50% and 90% completion of Contract Documents with submissions five working days prior to review meetings, biweekly progress summary emails, topographic surveys and soil borings as deemed necessary, and coordination with MDOC to minimize operational disruption. An allowance of $5,000 is established for LARA and SESC plan review fees during Phase 500. The proposal shall be submitted as a single attachment not exceeding 25 megabytes and should combine technical and cost proposals. Firms must enter the total cost for all phases as the bid amount and are responsible for all compliance with federal codes administered by EPA, OSHA, and DOT, as well as state regulations from DCH, EGLE, DNR, and MIOSHA.

PROJECT DESCRIPTION/SERVICES REQUESTED:

On behalf of the Michigan Department of Corrections (MDOC), The Department of Technology, Management, and Budget (DTMB) is requesting professional engineering services for the assessment, design, and construction to upgrade the sanitary sewer pretreatment system at the Chippewa Correctional Facility and all associated infrastructures. This request is to provide Phase 300 Design services, Phase 500 Final Design, Phase 600 Construction Administration – Office Services, and Phase 700 Construction Admin/Field.

The existing pretreatment system at this facility does not appropriately screen materials and is at the end of its lifespan and in need of replacement. The intent would be to replace it with new supplementary equipment meeting or exceeding industry standards with highly durable materials and controls. A manual bar screen is currently in place. An automated bar screen (fine screen) is needed, along with properly relocating the grinder, and installation of a bypass manual screen to ensure functionality during the construction time period. Based on the assessment of the PSC, a new structure to house all of this equipment may need to be designed and constructed, if it will not fit within the existing footprint.
