About this file

This is an Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, for professional services related to the Chippewa Correctional Facility Sanitary Sewer Pretreatment and Infrastructure Upgrade (File Number 472/26156.MDL). The project requires design and construction administration services across Phases 300 (Design), 500 (Final Design), and 600/700 (Construction Administration), with Phase 300 potentially consolidated into Phase 500 at the discretion of the Michigan Department of Corrections (MDOC) and the Professional Services Consultant (PSC). The scope includes documenting existing conditions, obtaining LARA plan review permits and construction code approvals, developing contract documents, providing cost estimates at 50% and 90% design completion, creating installation plans to maintain system operation during construction, and submitting biweekly progress summaries. A mandatory pre-proposal meeting was held on May 21, 2026, at the Chippewa Correctional Facility. Proposals were due by 2:00 p.m. on June 4, 2026, with evaluation by an Ad Hoc Advisory Committee on June 9, 2026, and contract award anticipated by the end of July 2026. The project schedule indicates investigation and design during summer 2026, bidding in summer 2026, and construction during fall/winter 2026/2027. The addendum incorporates responses to questions submitted via email and during the mandatory walk-through regarding utility plans, soil boring information, power availability, flow information, scheduling flexibility, grinder age, RV dump station connections, and the involvement of Allied Universal Technology Services.

The cost proposal must be submitted in a Not-to-Exceed billable rate plus reimbursables format, with detailed itemization of all reimbursable expenses including sub-consultants, LARA plan review fees, and travel costs (limited to mileage exceeding 100 miles each way from the PSC's office). Proposers must submit both Part I (Technical) and Part II (Cost) sections, with evaluation weighted at 80% technical and 20% cost. Proposals must include signed Certification of Michigan Based Business and Responsibility Certification forms. The PSC is responsible for providing graphic bar-chart schedules in weeks, documenting proposed meetings (on-site, face-to-face, telephone, or electronic), and delivering agendas and meeting minutes for all project meetings. Site access is available during normal business hours with advance notice to the facility required. No incumbent information, set-asides, or specific funding amounts are identified in this addendum document.
