About this opportunity
DTMB's State Facilities Administration, Design & Construction Division, is soliciting bids under File 472/26156.MDL for sanitary sewer upgrades and a new Sewer Pretreatment Station building at the Michigan Department of Corrections' Chippewa Correctional Facility in Kincheloe, Michigan. Questions are due October 28, 2026 at 2:00 p.m. Eastern, and bids are due November 4, 2026 at 2:00 p.m. Eastern. Qualified service-disabled veteran-owned businesses (SDVOBs) receive a 10% pricing preference.
To claim the preference, bidders must indicate SDVOB status in their bid and provide proof of service and discharge (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of business ownership through appropriate legal documents or NVBDC certification. The state does not pre-certify SDVOBs and does not accept CVE or VetCert verification. A qualified SDVOB is 51 percent or more owned by one or more veterans with a service-connected disability, as defined under 38 USC 101(16).
The scope covers site modifications, bar screen equipment, heating and ventilation systems, plumbing and utility connections, and electrical infrastructure for the new pretreatment building. Per Addendum No. 1, issued October 23, 2026, new electrical service will be installed via directional boring. Bidders must acknowledge the addendum in the Bid Summary and Bid Form, and failure to do so may result in bid rejection. The addendum also requires on-site material and tool storage in a locked job trailer or conex box, with other tools removed daily, and provides a designated lay down area. Work hours are flexible and coordinated with facility management after award. Matrix Consulting Engineers, Inc. is the professional service consultant.
Bidders must hold a State Project Registration from the Department of Labor and Economic Opportunity and post a 5% bid security. Personnel requiring secure-perimeter access must clear an MDOC Law Enforcement Information Network (LEIN) criminal history check, and attendees at the mandatory pre-bid walk-through, scheduled for October 21, 2026 at 11:00 a.m. local time, had to be lien clean five business days prior and submit a LEIN request form in advance. Bids must be uploaded to SIGMA VSS in no more than two attachments, each under 25 megabytes. Bid documents are available at sigma.michigan.gov. Questions go to Joe Sovis at jsovis@matrixceinc.com.
