About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB) is soliciting bids for the IT Room Expansion at Ionia Correctional Facility, File No. 472/25278.RWG, with bids due November 18, 2026 at 2:00 p.m. ET and a mandatory pre-bid walk-through on November 5, 2026 at 10:00 a.m. The Michigan Department of Corrections (MDOC) facility is at 1576 Bluewater Highway, Ionia, Michigan. The bid specification states that Qualified Disabled Veteran (QDV) businesses receive a 10% preference in bid evaluation, while the advertisement references a QDV set-aside. Claims require DD214 documentation, proof of 51% veteran ownership, and proof of service-connected disability. Michigan does not pre-certify SDVOBs and does not accept federal CVE or SBA VetCert certifications, though National Veterans Business Development Council certification may be submitted under stated conditions.

The scope covers removal and replacement of flooring and ceilings, new 8"x8"x16" CMU block walls, 1.5-hour fire-rated metal doors, two ceiling-mounted evaporators with roof-mounted condensing units, a Novec 1230 clean agent suppression system, a new 40 kVA UPS, lighting and power distribution, CAT-6 and fiber optic cabling, and four new server racks. Work must comply with the 2023 Michigan Electrical Code, Michigan Mechanical Code, and MDOC standards. Electrical outages may not exceed two hours without portable generator backup, contractors must be escorted, and hot work requiring fire alarm disabling requires two weeks' notice. Bidders must hold state project registration, and prevailing wage applies under 2023 PA 10. Bids over $100,000 require a Michigan Based Business Certification. Bid security is 5%, and performance and payment bonds are required for bids over $50,000.

The contract term is 270 calendar days from Notice to Proceed, with liquidated damages of $400 per calendar day for delays beyond substantial completion. The contract includes a $50,000 allowance plus amounts for code approval, warranty, and as-builts.

Pre-bid attendees must submit a LEIN Request five business days before the November 5 meeting to Daniel T. Smith and Sharon Frost. Questions are due by email to Bret Emerson at bids@commtechdesign.com by 2:00 p.m. ET on November 11, 2026. Commtech Design, Inc. is the project specialist. Bids are uploaded through the SIGMA VSS portal, limited to two attachments under 25 MB each.
