About this opportunity

The State of Michigan Department of Technology, Management and Budget seeks qualified contractors to perform warehouse concrete repair work at the Saginaw Correctional Facility located at 9625 Pierce Road, Freeland, Michigan under project number 472/25271.CTS. The scope of work includes demolition of approximately 1,600 square yards of existing concrete pavement and installation of new concrete surfaces comprising 1,550 square yards of 8-inch heavy-duty concrete pavement, 60 square yards of 6-inch standard-duty concrete pavement, curb and gutter work, four bollards with concrete caps, safety handrails, inlet sediment filters, and structure cover adjustments, with an additional alternative for three concrete expansion areas and four additional bollards. Contractors must comply with Michigan State Construction Code, National Fire Protection Association standards (NFPA 20, 7b, and 70e), and OSHA/MIOSHA requirements, and must conduct their own field measurements to provide complete project quantities with no additional costs to the state following award. The mandatory pre-bid conference and facility walk-through is scheduled for August 13, 2025 at 2:00 p.m. ET at the project site, with questions due by August 14, 2025 at 2:00 p.m. ET. Electronic bid submission through the SIGMA VSS website is required, with bids due by August 20, 2025 at 2:00 p.m. ET. Contract time is 60 calendar days from the Notice-to-Proceed with liquidated damages of $500 per calendar day for delays, and completion by November 7, 2025 is anticipated. Prevailing wage requirements under Michigan Act 10 of 2023 apply to all work performed.

The project includes a Service-Disabled Veteran-Owned Business (SDVOB) preference under Public Act 91 of 2005, which provides a 10% pricing preference to qualified businesses owned by service-disabled veterans; eligible bidders must submit documentation including DD214 forms, proof of service-connected disability, proof of 51% ownership, and may alternatively provide National Veterans Business Development Council (NVBDC) certification. All contractors must submit a Vendor/Contractor LEIN Request five business days prior to the pre-bid meeting to facilitate background checks for facility access, as this is a Department of Corrections facility with security protocols and restricted access procedures. A 5% bid guarantee is required with all submissions, and Performance and Payment Bonds are required for all contracts over $50,000. The project includes a $25,000 contingency allowance, with a projected total contract value that would trigger bonding requirements. Bids must remain valid for 60 calendar days after the bid opening date, and apparent low bidders must provide post-bid submittals including experience modification ratings, project superintendent qualifications, and references from at least three similar projects completed within the last three years.
