About this file

This Construction Bid Addendum No. 1 is issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division for the Saginaw Correctional Facility (SRF) Warehouse Concrete Repair project (File Number 472/25271.CTS). The project involves concrete repair work at the facility, with a mandatory pre-bid walk-through that was conducted prior to this addendum's issuance. Bids are due on 8/20/2025, and contractors are given 60 days from the contract award to complete all work, with an anticipated completion date in mid-November 2025. A pre-bid sign-in sheet from the mandatory walk-through is attached to this addendum. Work hours are restricted to 7:00 a.m. to 4:00 p.m., Monday through Friday, with any work outside these hours requiring special permission.

Key project requirements include adherence to Soil Erosion and Sedimentation Control (SESC) measures shown on drawings, with no permits required. Prevailing wage requirements apply and are included with this addendum. The contractor must provide Builder's Risk insurance and assume responsibility for concrete removal from the site. The scope includes cutting and removing 2 feet of asphalt on the north side to create a smooth edge for new concrete pouring. Material testing will be provided through the PSC's contract rather than by the contractor. Hydrovac usage in expansion areas and hydroseed application are allowable, with hydrovac costs included in Add Alternative #1. Liquidated damages are set at $500 per day for non-compliance with the 60-day timeline. Qualified disabled veteran contractor preference applies to this project.
