About this opportunity
The State of Michigan, Department of Technology, Management and Budget, is soliciting bids for Contract 472/25259.ABG to complete buffer fence extension and entrance gate upgrades at the Kinross Correctional Facility located at 4533 W. Industrial Park Drive, Kincheloe, Michigan 49788, in Chippewa County. The project scope includes removal of existing cross-bar carriers and posts at the north entrance, installation of a new 32-foot swinging double gate with locking mechanism, installation of approximately 831 feet of new perimeter control fencing, installation of 6-foot tall chain link fence on either side of the swinging double gate with black slat privacy screens, and installation of a 4-foot post to hold the swinging double gate open. The fence specifications require a 12-foot-high buffer fence with 2.875-inch outer diameter posts for line posts and 4-inch outer diameter posts for terminal posts, with hydro excavation required for all post holes. Substantial completion is required by May 19, 2026 (180 days from project start), with final completion by June 18, 2026. Standard project hours are four 10-hour days, Monday through Thursday, 6:00 AM to 4:30 PM, with options for five 8-hour days, Monday through Friday, 7:30 AM to 3:30 PM. A mandatory pre-bid meeting and walk-through inspection was held on September 10, 2025, at the Maintenance Building Parking Lot, and prospective bidders were required to submit a Vendor/Contractor LEIN Request form five business days prior to attendance. Questions regarding the project must be submitted to Joe Sovis at jsovis@matrixceinc.com no later than 2:00 PM Eastern on September 18, 2025. Bid responses were due electronically through the SIGMA VSS system by 2:00 PM Eastern on October 1, 2025, and must remain open for sixty calendar days after bid opening. Bids must include proof of State Project Registration from the Department of Labor and Economic Opportunity, with a maximum of two attachments each under 25 MB, and a 5% bid security requirement in the form of a certified check, money order, or bid bond.
The project is subject to Michigan prevailing wage requirements under 2023 PA 10, with applicable wage rates varying by trade classification as of August 22, 2025, and all contractors must comply with state project registration requirements and soil erosion and sedimentation control standards. Service-disabled veteran-owned businesses (SDVOBs) may claim a 10% pricing advantage if they meet eligibility requirements under Public Act 91 of 2005, with required documentation including proof of service and discharge conditions (DD214 or equivalent) and proof of service-connected disability. All bids must include performance and payment bonds, general liability insurance with limits of $2,000,000, and builder's risk insurance covering 100% of the actual cash replacement value of the insurable work. Special working conditions apply due to the correctional facility status, including restrictions on tools, equipment, work timing, employee body searches, and limitations on inmate fraternization; all contractor employees requiring facility access must be cleared through the Michigan Law Enforcement Information Network (LEIN) system. Liquidated damages of $250 per calendar day apply for failure to meet contract times for both substantial completion and final completion. No incumbent vendor or current contractor information is provided in the project documents, and project budget or award value is not disclosed in the available materials.
